WP4Coordinated transfer of EU climate legislation DraftGuide
Objective to share knowledge and increase the capacity of public authorities and other institutionsdealing with climate change in the field of coordinated cross-sectoral transfer of EU climate legislation
Outcomes • Common Guide for coordinated transfer of EU climate change guidelines and directives • know-how capacity building workshops for project partners and NWGs • the implementation plans for transfer of EU guidelines and directives that have not been transferred yet • Evaluation report on Guide
Process • First capacity building workshop in May 2013 (Graz, Austria): draft structure of the Guide discussed • Second capacity building workshop, autumn 2013 (Podgorica, Montenegro): first presentation of the Guide, followed by interactive workshop on how to use Guide and how to transfer EU guidelines and directives • March 2013-April 2014: On the basis of the Guide, preparation of implementation plans (10) for transfer EU climate legislation • End 2013, ½ of 2014 evaluation questionnaire, evaluation at PSC meeting Evaluation Report incorporated into the final Guide

Partners’ input • Activity leader: prepares draft Guide, responsible for content organisation of the two workshops, templates, instruction & support to partners in preparation of their implementation plans, preparation of the evaluation questionnaire &instructions for partners & for preparation of the Evaluation report • JR: responsible for the operational organisation of the first capacity building workshop in Graz, Austria • MSDT: responsible for the operational organisation of second capacity building workshop in Podgorica, Montenegro • All partners (EURAC, NOA, JR, REC, BCE-REKK, MZOPUG, MSDT, MoEFWA, MoEMSP, MoEPP): contribution to the preparation of the Guide, responsible for preparation of implementation plans, participation
