Key Policies that Support Energy Storage • Utilities should analyze storage as an option for all transmission, distribution and generation upgrades. • When analyzing storage, utilities should consider the full value of all services provided, including environmental, power quality, grid resiliency, and the ability to better integrate renewables. • Storage should be eligible for performance incentives based on speed and accuracy and should be valued for both charging and discharging. • Distribution-interconnected resources allowed to provide market services where applicable. • Storage providing wholesale services charging at wholesale energy rates. • Storage acting as a “wires” resource should be eligible for rate-based cost recovery. 2014 Renewable Energy Systems Americas Inc. - Proprietary and Confidential
