Regional Workshop on Sustainable Sanitation in South Asia April 27 – 29, 2009 Water, Sanitation and Hygiene Education Sector - Afghanistan
WASH Sector Analysis Note: only 8% of rural households have access to household sanitary toilets
Guiding Principles MDG: By 2015 reduce by: • Two-thirds U5MR • Half people without access to sustainable safe drinking water • Half people without access to sanitary latrines
Key WASH Actors • MRRD/MOE/MoPH – Rural Water, SanHyg Education • MRRD – National Solidarity Programme • UNICEF – Rural WASH – schools & IDP/E • UNHCR – Rural WASH – IDP/returnees • NGOs – key implementing partners
Major Achievements • International Year of Sanitation was launched on 16 April 2008 and Publication of a booklet on IYS • Publication of posters on hygiene messages, hand washing and use of toilets • Demonstration of a clean village in each of the 34 provinces
Major Achievements Con. • Modality of work with Community Development Counsel (CDCs) & District Development Authority (DDAs) in the implementation of WASH programme has been developed. • CDCs has the women’s/men’s sanitary latrine production centres in some of the villages, supported by UNICEF in partnership with MRRD.
Challenges • Security in some parts of the country, active military operations and population movement • Low number and capacity of implementing agencies • Limited up to date & disaggregated data. • Limited low cost technology options, especially sanitary latrines • Interactive learning especially women & children
Lessons Learned • The CDCs are one of the best community - based structures which most Government development activities are implemented • Project implementation through CDCs proved to be very effective, as it gives ownership to the communities and makes them accountable.
WASH Programme Follow up • 34 model villages in the country realize the health impacts, convenience and privacy and dignity for girls and women • People will be aware of different options of sanitary toilets • People will be aware and link hygiene and sanitation to health and well being • Communities are free from diahorreal and other water born disease in sanitary villages.
