1. CALPADSCalifornia Longitudinal Pupil Achievement Data System BACKGROUND • No Child Left Behind Act of 2001 • Authorizing Legislation Senate Bill 1453 (2002) • Requires all LEAs (including charter schools) to acquire and maintain a Statewide Student Identifier (SSID) • Requires the creation of a longitudinal student data system that includes demographic, program participation and assessment data

2. CALPADS • CDE and the California School Information Services (CSIS) are working together to: • Build an Education Data System for California - CALPADS • Support LEAs collection and use of high-quality data

3. California School Information Services CSIS is a statewide program that: • Supports assignment and maintenance of a unique Statewide Student Identifier for each K-12 student; SSIDs make it possible to track students from LEA to LEA and from year to year • Assists with electronic state reporting • Enables electronic records transfer • Builds local capacity

4. Statutory Goals of CALPADS Provide: • School districts and the CDE access to data necessary to comply with federal NCLB reporting requirements • A better means of evaluating educational progress and investments over time • LEAs information that can be used to improve pupil achievement • An efficient, flexible and secure means of maintaining longitudinal statewide pupil level data

5. Estimated CALPADS Implementation • RFP Complete: Fall 2006 • Vendor Selection: Summer 2007 • System Complete: End of 2008 CSIS will maintain CALPADS and provide technical assistance to all LEAs after warranty period

6. Data Submission to CALPADS • LEAs submit demographic, program participation, course, and staff data at least once a year • LEAs able to update data on ongoing basis • Test vendors submit assessment data

7. Data Collection ThroughCALPADS • When CALPADS is functioning: • CBEDS, LCEN, SNOR will instead be collected through CALPADS • Certain pages in the ConApp will be eliminated: Con App can once again become an “application” versus a data collection tool • Data collected on assessment forms is minimized • Eventually other data collections can be transitioned into CALPADS

8. Using Data From CALPADS • CALPADS maintains longitudinal student demographic and assessment data • CALPADS supports state and federal reporting requirements • CALPADS provides data to researchers and back to LEAs per state and federal privacy laws

9. Preparing for CALPADS • Assign/maintain SSIDs • Resolve SSID anomalies • Assign adequate staff and allow them time to do the work • Ensure staff attend trainings • Ensure departments coordinate on data collection/understand the goals and consequences • Verify your data is accurate

10. Maintain SSIDs • Periodic Enrollment Updates: During the year, LEAs may submit enrollment changes as they occur • Annual Maintenance (required): Each fall, districts and direct-funded charter schools submit the Annual SSID Maintenance

12. Examples of Conditionally Required Student Fields • For students who withdrew from a school: the withdrawal date & reason • For graduates: whether UC/CSU requirements are complete and whether the student participated in independent study to meet graduation requirements

13. Which Students Are Included? • All students enrolled on the CDE census date – first Wednesday in October • All exited students since previous census date (graduates, dropouts, etc.)

14. Certification of the Annual Maintenance • The data will be your OFFICIAL CBEDS enrollment counts • Errors may have fiscal consequences • Superintendent/designee certifies the data

15. 2006-07 Changes • CDE uses the Annual SSID Maintenance for official enrollment counts • LEAs have access to limited data on new students • LEAs can identify whether “dropouts” have enrolled in another California public LEA

16. 2007-09 Changes • The value of the “data transfer” function increases • Continued use of the system to target dropout prevention efforts • LEAs update CDE’s “School Database” electronically

17. 2009-10 Changes • All LEAs are submitting data to CALPADS • Selected current collections discontinued • Reduced Pre-ID data collection • Increased amount of readily available data

18. Changes After 2009-10 • Additional collections are analyzed for transition to CALPADS resulting in other the discontinuation of other data collection (entire collections or partial)

CALTIDESCalifornia Longitudinal Teacher Education Data System Provides a proposed means to evaluate: • Investments in Teacher professional development • Teacher preparation programs • Teacher workforce issues • Streamlines and improves the effectiveness of assignment monitoring • Supports Williams and NCLB monitoring

20. CALTIDES Benefits to LEAs • Reduces data submissions to COEs • Eliminates submission of teacher credential information to CDE • Provides a central source for highly qualified teacher data • Provides LEAs with a unique statewide teacher identifier

21. CALTIDES - Next Steps • 2006 Budget includes funding to move forward with CALTIDES (SB1614) • Teacher IDs to be developed in 2006-07 • Target completion is 2009-10
