  3. Context and Challenges EUCISE2020 Surveillance activities are carried out by States but most of the activities and threats they address are transnational in nature. Within most States surveillance activities concerning fisheries, the environment, policing of the seas including traffic monitoring, or border control fall under the responsibility of several different enforcement agencies operating independently from each other. Considerations on POV model EUCISE2020 • Critical issues: • Length of both POV and PCP projects • Long and complex definition process of functional and technical requirements • Trade-off between validity and cost of the solution • Lack of technical personnel available to participate in the definition of the requirements • High cost of management EUCISE2020receivedfundingfromthe EuropeanUnion’sseventhframeworkprogrammeundergrantagreementno: 608385

Considerations on POV model EUCISE2020 • Recommendations: • Finance public authorities up to 100% • Foresee a long Phase 1 (definition of requirements) with the participation of all partners • Foresee the role of independent technical advisors to support the public procurers in the requirement definition • For large and complex projects, plan an IV&V (Independent Verification and Validation) function to support the Project Management EUCISE2020receivedfundingfromthe EuropeanUnion’sseventhframeworkprogrammeundergrantagreementno: 608385
