Public Health Preparedness • Funded by the Centers for Disease Control and Prevention (CDC) • Strategic National Stockpile (SNS) • Administered by the PA Department of Health (PA DOH) • Office of Public Health Preparedness (OPHP) • Bureau of Community Health Systems (BCHS) • Directed locally by the Allegheny County Health Department (ACHD)
Strategic National Stockpile • CDC Asset • Depository of medicines, antidotes, medical supplies and medical equipment • Access to vendor managed supplies • Ready for rapid deployment • Initial “Push Pack” can arrive within 12 hours of the federal government’s decision to release it (requires an official request from the state)
SNS Components • 12 Hour Push Pack • 50 tons of ready-to-go, stockpiled medical materiel • Occupies 5000 square feet of storage space • Fits in a jumbo jet or in 7 or 8 tractor trailers • Will be delivered to a state’s predetermined Receive, Store, Stage site (RSS) • Local Points of Dispensing (PODs) will receive shipments from the RSS • Managed Inventory • Larger quantities of medical materiel • Shipped directly from vendors to RSS or specified sites
Points of Dispensing (PODs) • Non-medical sites that have been pre-planned to be used for Mass Antibiotic Dispensing or Mass Vaccination • In Allegheny County, mostly public high schools • Scalable to the size of the event • Worst case: provide medical countermeasures to the entire population in 48 hours • Other cases: flu vaccination campaign (at the option of the local emergency management or public health officials)
Community PODs • Concepts of Operation • Operated by Health Department and local community • Staffing augmented by Medical Reserve Corps (MRC) • Mass Antibiotic Dispensing (BT scenario) • Head of Household/Household Representative • Can pick up for family members • Reduces number of people reporting to POD • Mass Vaccination • For practical reasons, everyone receiving a vaccination needs to be there in person • For H1N1, at the option of local emergency management and public health officials
Closed PODs • First Responder PODs • Operated by First Responder Agencies • Process to provide medication to members of essential services involved in the overall response, and to their families • Allows responders to focus on critical response activities
Closed PODs • Large Employer PODs • Operated by Employer (health services) • Process to provide medication to employees and families of large employers • Provides large employers a means to minimize disruption of critical operations • Reduces demand on Community PODs

Closed PODs • Large Employers or First Responders • Medical Direction (Employee Health) • Receive, manage, and distribute supplies • Perform required screening • based on the medicine being provided (allergies, health conditions, etc.) • Employees and their Family Members • Submit order totals for each medicine/vaccine to health officials • For instance: H1N1 Provider Registration by PA DOH
Closed PODs • Planning • Overall Process, Dispensing/Vaccination Sites, Personnel/Staffing • Communication and Education • Training and Exercising • Validate plan • Revise / improve plan
