Board of County Commissioner’s Employee Service Awards • Today’s honorees are recognized for outstanding service and dedication.
Debra Lavon Villella - 20 Years • Debbie was born in Starke and moved to Orlando in 1970. • Her dad and sister both served as City of Orlando firefighters. • She graduated from West Orange High School. • Debbie attended Valencia Community College to become a nurse, but found that nursing was not for her. • She was hired by the State of Florida as a Correctional Officer.
Debra Villella – 20 Years • Debbie was hired as an Animal Control Offer in 1988. Since then, she’s been been promoted to Field Supervisor, Acting Supervisor for the kennel, front desk and clinic. She is currently a Program Coordinator for Adoptions. • She has earned Employee of the Month and Quarter honors on several occasions. • Debbie has partnered with PetSmart to assist in the adoption of cats. • She is the single mom of Bryan, now 22, a graduate of Cypress Creek High School. • Debbie has five cats: Stump, Spot, Sassy, Cleo and Romeo. • In her spare time, she enjoys camping, hanging out at the beach and eating good country food. • She is looking forward to 10 to 15 more years with Orange County. *
Melanie M. Monroe – 25 Years • Melanie was born in Atlanta and moved to Central Florida in 1979. • She graduated from Oak Ridge High School. • Melanie was hired by Corrections in 1983 to work in the Main Facility. • She was promoted to Corporal in 1987, Sergeant in 1991 and Lieutenant in 1999. • Melanie was assigned to the FBI Violent Crimes Task Force in 2006.
Melanie Monroe – 25 Years • Melanie has worked in all of the Correction’s Facilities, except Booking. • She now supervises Internal Affairs, the Security Intelligence Unit, the K-9 Unit and Inmate Drug Testing. • Melanie enjoys traveling and recently returned from trips to Mexico and Italy. She will be going to St. Maarten soon. • Every Christmas she organizes 50 friends that forego gifts and provide money to needy families and individuals in nursing homes and rehabilitation centers. • In her spare time she enjoys golf and reading. *
Nuantip Slamin – 25 Years • Nan was born in Chiengmai, Thailand. • She has served with the Army Reserves as a Staff Sergeant. • Nan was hired by Corrections in 1983 to work in the Dockets Section. • She has been promoted to work for Pre-trial Release, Training and Staff Development, Central Intake and Community Surveillance.
Nuantip Slamin – 25 Years • Nan been named Employee of the Month several times. She has won the Orange Award 3 timesand the Outstanding Service Award in 1997. • She is married to a Retired Air Force Master Sergeant and they have three sons: William, a horticultural consultant; Bruce, US Air Force; and Anthony, US Navy. • Nan is an avid gardener and will create a beautiful butterfly garden for whomever wants one. *
Eugene Fant Jr. – 20 Years • Gene was born in Union, SC and moved to Orlando in 1983. • He graduated from Union High School and Denmark Technical College in South Carolina. • He was hired to work in the Main Facility in 1988. • Gene started working in Building D on the “B” shift.
Gene Fant – 20 Years • Gene has been married to Letitia for 18 years and they have five children: Crystal, Tamara, Nickcole, Jamal, and Dorothy. • Gene is also retired from the US Army – 26 years. • In his spare time he enjoys hunting, fishing and working on cars. • Gene has traveled all around the world including: Africa, Germany, Hungary, Bosnia and the Middle East. *
Mark E. Lacienski – 25 Years • Mark was born in Homestead, moved to Denver and finally settled in Orlando in 1971 after this father retired from the Air Force . • He graduated from Oak Ridge High School, Valencia Community College and Roanoke College in Virginia. • Mark was originally hired by the Orange County Sheriff’s Office in 1983 to work at the Main Facility.
Mark Lacienski – 25 Years • Mark was promoted to Corporal by then Sheriff Lawson Lamar in 1985. He earned the rank of Sergeant in 1986 and Lieutenant in 2000. • During his time with Corrections, Mark has worked at several correctional facilities on all shifts. *
Mark F. Russo – 25 Years • Mark was born in Quincy, MA and moved to Central Florida in 1969. • He graduated from Evans High School and Valencia Community College. • The Sheriff’s Office hired Mark in 1983. • Mark was promoted to Corporal in 1986 and Sergeant in 1997.
Mark Russo – 25 Years • Mark has worked in Central Booking, Horizon, MJB, the Main Facility, Work Release and he is now working at the Whitcomb Facility. • He received a Meritorious Service Award for reviving an inmate who attempted to take his own life; and an Award of Excellence for recognizing that an inmate had taken drugs and needed medical attention. • Mark has been married to Karen for 25 years and they have one son: John Paul, 18, a graduate of Bishop Moore and Valencia Community College. • Mark won a Silver Medal in the 2008 International Police Olympics for the Triathlon. *
Joseph Wood - 20 Years • Joseph was born in Suffern, NY, to a British father and Canadian mother. • He lived in Blackpool, England until he was 7 years old, then moved to Montreal, where he lived for 7 years. • His family moved to Orlando in 1980. Joe graduated from Edgewater High School, joined the Marines and served 4 years in Hawaii, Japan and Korea as a helicopter mechanic.
Joe Wood – 20 Years • Joe returned to Orlando and started as a Groundskeeper at the East Alafaya Wastewater Facility. • He was promoted to Trades Helper and worked on the pumps. • Joe was transferred to Fleet Maintenance Department as a Maintenance Technician where he worked for 10 years and was promoted to Mechanic III. • After a friend encouraged Joe to become a firefighter, Joe attended Mid-Florida Tech at night to complete his firefighter training. • Joe is now a certified Firefighter/Paramedic. • He has been married to Elsa for 14 years and they have two children: Kerrick, 7, and Kellan, 9 months. • In his spare time, Joe enjoys fishing and spending as much time with his family as possible. *
James J. Butler - 25 Years • Jim was born in Cheverly, MD and moved to Melbourne in 1972. • He graduated from Eau Gallie High School, Mid-Florida Tech and New York University with an Associates in Nursing. • In 1980, Jim joined the Army and served as a medic at Foot Hood, TX for 3 years. • Orange County hired Jim in 1983 to work as a Firefighter Paramedic.
Jim Butler – 25 Years • He has also worked as a preceptor with the paramedics since 1985. • Jim was promoted to Lieutenant in 2003 and made Company Officer. • He has received four citations. • Jim says he has been married to a strong, smart person, Rebecca, for 17 years and they are raising their three grandchildren together: Christen, 10; Becky, 9; and Michel, 8. • In his spare time, Jim enjoys photography, running, scuba diving and sailing. • Jim also volunteers at Longleaf Elementary School where his children attend and he is a Cub Scout Leader. *
Brian G. Munger- 30 Years • Brian was born in Waterloo, Iowa. • His father sold his feed business and moved the family to Lakeland in 1970. • Brian graduated from Lakeland Senior High School and moved to Winter Garden. • In 1975, he became a volunteer firefighter for the Orlo Vista Fire Control District and in 1978, he was hired by Orlo Vista as a dispatcher.
Brian Munger – 30 Years • Brian became a Firefighter with Orlo Vista in 1981. • He was promoted to Engineer in 1984 and he is a member of the EMS Bike Patrol Team. • Brian has also worked in the Fire Rescue Communications Center. • He was awarded a Meritorious Service Award for assisting with the rodent control problem in Zellwood. • Brian has been married to Kathy for 13 wonderful years. • In his spare time, Brian enjoys skiing, traveling, bicycling and flying remote control airplanes. *
Thomas E. Lester - 30 Years • Tom was born in Fairmont, WV and moved to Pine Castle in 1962. • He graduated from Oak Ridge High School and attended Valencia Community College. • Tom started as a Firefighter with the Pine Castle Fire Control District in 1978. • He was promoted to Engineer in 1991.
Tom Lester – 30 Years • Tom has served on Fire Rescue’s Search and Recovery Dive Team. • Tom has been married to Deborah for 23 years, and they have one daughter: Bernadette. • In his spare time, Tom enjoys fishing with his daughter and working on his motorcycle. *
John E. Hightower – 25 Years • John was born and raised in Apopka. • He graduated from Apopka Memorial High School and Bethune-Cookman College. • After teaching public school for many years, Orange County hired John as a Firefighter and assigned him to Station 80 in Union Park. • He has earned several promotions: Commander (1993), Battalion Chief (1995), Assistant Chief (2006), and Division Chief of Logistics.
John Hightower – 25 Years • John’s areas of responsibility include: Fleet Maintenance, Supply, Fire Facilities, Life Safety, and Public Information. • He has received two Unit Citations, a Florida Distinguished Service Award, along with awards for Fire Storm 1998, Wildfire 2000, Hurricanes 2004, and Who’s Who in America. • John has completed many courses and programs at the National Fire Academy. He was the first African-American promoted to Chief Officer. • John was instrumental in establishing the Citizen’s Fire Academy; Installation of Smoke Detectors in the Home; and Juvenile Fire Setters Program.
John Hightower – 25 Years • John has three children and three grandchildren. • His hobbies include: Sports and traveling. • John’s volunteer work includes: mentoring youth, Past-President of the Apopka Improvement Association. Helping disadvantaged youth attend Magic games; Young Lions Youth Group; and Founder and Director of Higher Level Skills Camps – where children attend sports camps in Apopka, Daytona, Tampa, Palm Beach, and Orlando. *
Cynthia Y. Hall – 25 Years • Cynthia was born and raised in Orlando. • She graduated from Jones High School. • Cindy is a parent of five former Head Start students. • She started as a Parent Volunteer with the Head Start Program and was hired as a Teacher’s Aide. • Cynthia earned her Child Development Associates Degree and was promoted to Teacher Assistant.
Cynthia Hall – 25 Years • Cindy is dedicated to children and loves her work. • When not working, she spends time with her large family and volunteers with her grandchildren in the City League Football Program. • She is the proud mother of five biological and two adopted children. Cindy has 14 grandchildren and one great-grandchild. • In her spare time, she enjoys composing children’s songs, reading, cooking and completing crossword puzzles. *
Marilyn A. Neil - 40 Years • Marilyn was born in Eatonville, graduated from Hungerford Prep, attended Hampton Junior College, Valencia Community College and she is currently attending Columbia College. • She began with Orange County as a Head Start Teacher, became a Home Visitor and returned to the classroom as a Teacher’s Assistant.
Marilyn Neil – 40 Years • While working as a Home Visitor, Marilyn provided education to pre-school children and supported parents by instructing them on how to teach their children at home. • Marilyn loves working with children with special needs and helping young mothers become self-sufficient. • Marilyn has three children: Arnell, Lisa and Monica. • She also has eight grandchildren and one great-grandchild. • Marilyn enjoys fashion design, interior decorating and flower arranging. • She says her passion is caring for all people and she lives by the motto: “Dream as if you will live forever. Live as if you will die today.” *
Rodney J. Lynn - 20 Years • Rod was born in Marion, IN and grew up on a farm. • He earned a Bachelor of Science in Civil Engineering from Virginia Military Institute. • He served in the Army as a Combat Engineer Officer and graduated from the Army’s Ranger and Airborne schools. • Rod has 30 years of water resources engineering experience including work with: US Army Corps of Engineers, the Environmental Protection Agency, Lockheed Martin and Orange County.
Rod Lynn – 20 Years • Rod was hired as a Senior Engineer. He was promoted to Chief Engineer, then Acting Manager. • He manages FEMA’s Floodplain Management Program in Orange County and is responsible for his division’s capital improvement program and rainfall collection program. • Rod graduated from the Orange County Leadership Institute, Harvard Executive Management Training and the Rollins College Leadership Program. • He is a registered Professional Engineer in Illinois and Florida and a Certified Floodplain Manager. • Rod has been married to the love of his life, Irene, for 28 years. They have one son: Richard, 25, and one daughter: Kristen, 22. • He enjoys gardening, hiking and volunteering for the Central Florida Wildlife Rehabilitation Center. *
Cle E. Clark – 35 Years • Cle was born in Jacksonville and moved to Orange County in 1968. • He attended Northwest Cornerstone Christian High School. • He was hired by Orange County to work on the Paving Crew as a Maintenance Person for $2.00 an hour. • He left the County for a short time and was rehired in 1973 as a Vehicle Operator II. • Cle has been promoted to Equipment Operator III, and IV.
Cle Clark – 35 Years • Cle has received the following awards: * Letter of Commendation (1991) * Employee of the Month (July and September 2000) * Rollins College Leadership Achievement (2001) • Cle has worked for several Public Works Directors: Fred Marden, Jack Swarm, Ajit Lalchandani, Bill Baxter and Mark Massaro. • Cle is proud of his 7 daughters: Audrey, Felicia, Latoaya, Niki, Shawn, Cynthia and Katrina; and his 2 sons: Cle, Jr., and Edward. • He has 27 grandchildren and 5 great grandchildren. • Cle enjoys working with his hands and volunteering with his church. • His hobbies include: Fishing, football, karate and working on his car. *
