Board of County Commissioner’s Employee Service Awards • Today’s honorees are recognized for outstanding service and dedication.
James A. Justice - 35 Years • James was born and raised in Orlando and graduated from Evans High School. • He was originally hired by the Sheriff’s Office to work at its Fleet Management Division. • Jim was recently promoted from Mechanic III to Emergency Support Coordinator. • He accompanied a Fire Rescue Unit to Mississippi after Hurricane Katrina hit to work 18 hour days during recovery efforts.
James Justice – 35 Years • Jim was the first county employee to achieve certification as an Emergency Vehicle Technician. • He now supervises the repair and after-hours service for County Rescue Units. • He is also responsible for the power generator team for both owned and leased units. • Jim is the proud father of 27-year old twin sons: Jimmy and Jeff. • He is a licensed drag racer and runs his 1968 Nova in many National Division Races throughout the U.S. *
Hank M. McDaniel 20 Years • Hank was born and raised in Orlando and graduated from Evans High School. • He also attended Mid-Florida Technical School. • Hank was originally hired by Orange County to work in Utilities Wastewater as a Trades Helper. • He later transferred to the Convention Center/ Building Services to work with Event Set-Up.
Hank McDaniel – 20 Years • Hank worked many hours during the hurricane recovery effort in 2004. • He is currently in a lead position as a Senior Convention Center Service Worker. • Hank has been married to Germaine for 14 years and they have eight children. • In his spare time, he enjoys jazz, art and bowling. *
Timothy J. Kopp – 20 Years • Tim was born in Toledo, OH and moved to Orlando in 1958. • He graduated from Edgewater High School and the University of Central Florida. • He was hired by Orange County in 1988 to work at Building Services. • Tim is a graduate of the Convention Services Professional Program.
Tim Kopp – 20 Years • Tim has been married to Michelle for 23 years and they have three children: Joshua, Caleb and Carolynn. • He is a member of the Family Life Weekend to Remember Team. *
Wanda Council Broner – 25 Years • Wanda was born and raised in Orlando and graduated from Jones High School. • She has attended Valencia Community College and Columbia College. • Wanda was hired in1983 to work at Inmate Records. • She was promoted a year later to Correctional Officer and in 1995, she transferred to Classification/Pre-Trial Services.
Wanda Broner – 25 Years • Wanda has won several Team Awards and Certificates of Excellence. • During her career at Corrections, she has worked in Central Booking, Juvenile Assessment and In-Custody Support Services. • She has one son: Curtis, 7. • In her spare time, Wanda enjoys cooking, reading and volunteering with Christian functions. • She has planned many holiday parties to bring people together to celebrate. *
Ann Marie Giltner – 20 Years • Ann Marie was born in Upper Darby, PA and moved to Orlando in 1974. • She graduated from Ramey Air Force Base High School (PR), and Penn State University. • Ann was hired in 1974 to work at Court Alternatives – Pre-Trial Diversion Program funded through a Law Enforcement Administration Assistance Grant. • She resigned in 1980 to become a full-time mom.
Ann Marie Giltner – 20 Years • Ann returned to the county as a Community Corrections Officer in 1988 with the Probation Unit. • In 1991, she was promoted to Senior Community Corrections Officer; in 1995 to Unit Supervisor; and in 2000 to Assistant Manager of Community Corrections. • She has received the Outstanding Service Award and is a graduate of the 2001 Leadership Institute. • Ann has been married to James for 33 years and they have three grown children: Ethan, Deidre and Garth; and one grandson, Reese. • In her spare time, Ann enjoys caring for the family’s three dogs and four cats. • She also enjoys reading, cooking, and gardening. *
Kimberly A. Sarner – 25 Years • Kim was born in Columbus, Ohio into a proud Marine Corps family. • She moved to Florida in 1968 and was a member of the 1st graduating class of Lake Howell High School. • Kim attended Valencia Community College and graduated from the University of Central Florida. • She was hired in 1983 as a Control Desk Monitor at the Orange County Sheriff’s Office.
Kimberly Sarner – 25 Years • Kim graduated from the Corrections Recruit Class in 1986. • She was promoted to Corporal in 1988 and moved to Community Corrections in 1996 as a Probation Officer. • Kim now initiates warrants and violations of probation hearings. • She has two wonderful cats: Sushi and Cleopatra. • Her interests include: Art, traveling with friends, helping animals, environmental conservation, reading and going to movies. • Kim recently returned from Alaska and Canada and will be off to Hawaii next year to celebrate an upcoming birthday. *
Ted D. Brown - 30 Years • Ted was born in Birmingham, AL and graduated from Mountain Brook High School. • He attended the University of Alabama, Rollins College and UCF. • Ted started as a volunteer firefighter in 1977 with the Lockhart Fire Department while he worked at Sea World in the Mammalogy Department. • He was hired by Lockhart Fire Department in 1978 as a full time firefighter.
Ted D. Brown – 20 Years • Ted was certified as a Paramedic in 1981and served on the Hazmat Team for 5 years. • He has been a Preceptor for 20 years, and is among the first Registered Nurse/Paramedics in Orange County. • Ted worked as a Critical Care Nurse and Flight Nurse for Florida Hospital 1991-2005. • He is a Peer Fitness Trainer and a member of the Emergency Management Team. • Ted is also a member of the Disaster Medical Assistance Team and has been deployed to Houston, Biloxi and New Orleans. • He has served as Head Nurse for three years at Camp Thunderbird in Apopka for developmentally challenged people. • Ted has been married to Jody for 31 years, who has been teaching in Orange County for 32 years.
Ted D. Brown – 20 Years • Ted and Jody have two daughters: Victoria, who is currently living in Uganda working for a non-profit organization; and Emily, who graduated from Boston University and is working on a second degree in dietetics and nutrition while pursuing a career in fitness and health. Emily was head coach of a high school rowing team in Tampa. • In his spare time, Ted enjoys competing for Orlando Rowing Club, hunting, traveling, writing letters and driving his tractor on his chestnut farm in Georgia. Recently, Ted became a Shriner. *
Richard A. Wetterstrom - 30 Years • Richard was born in San Jose, CA, graduated from Blackford High School and moved to Orlando in 1972 after serving in the Army as a helicopter flight engineer. • He started as a volunteer with the Pine Castle Fire Department in 1978. • Rick was promoted to Engineer in 1982 and occasionally rides up as Lieutenant.
Richard Wetterstrom – 30 Years • Richard has served on the Fire Rescue Search and Recovery Dive Team and has worked at Station 70 for 29 years. • Rick has two sons: Travis, a member of the Army National Guard Reserve serving in Texas; and Troy, currently enrolled in helicopter pilot training in Palm Beach. • Rick’s hobbies include: two dogs, hiking and helping to care for his elderly neighbors. • He is planning his retirement, a move in the near future to Gold Beach, OR, where there are no hurricanes or floods and a Democrat is governor. *
Almellia S. Brown – 30 Years • Almellia was born in Warner Robins, GA and moved to Central Florida in 1976. • She graduated from Paine College and Webster University. • Almellia joined Community Affairs in 1978 as an Outreach Worker. • She has been promoted to Social Worker, Center Supervisor and Area Coordinator.She’s currently a Program Manager.
Almellia Brown – 30 Years • Almellia currently works for Family and Community Partnerships, Health and Disability Services. • She handles recruitment and enrollment of Head Start students, family development, parent involvement and medical/dental and disability services for Head Start children. • She is instrumental in building and maintaining community partnerships that assist in the delivery of services to clients. • Almellia has worked twice on the Head Start Team that achieved national recognition and earned the National Head Start Program of Excellence Award (2001-2005).
Almellia Brown – 30 Years • Almellia has been married to Rufus for 32 years and they have one daughter: Kristin; a son-in-law, Jermaine and one grandson: LaQuone. • She is an active member of the Carter Tabernacle C.M.E. Church where she serves on many ministries. • Almellia is a member of the Delta Sigma Theta Sorority; the National Council of Negro Women, Inc., the Pine Hills Community Council and the Paine College Alumnae Chapter. *
Sammy E. Fadley - 30 Years • Sammy was born in Glenville, WV and moved to Orlando in 1974. • She joined Orange County Head Start as a Resource Teacher in 1978. • She has spent nearly all of her time ensuring that preschool children with mental, physical, or developmental delays receive specialized services to help them enter Kindergarten ready to learn.
Sammy Fadley – 30 Years • Sammy recently celebrated her 36th wedding anniversary to Mike. • They have one daughter: Michelle, who is married to Josue, two grandchildren: Julian, and Aiden. • Sammy is more than generous. Many times she has spent her mortgage money to buy medicine or groceries for a family in need. • In her spare time, she enjoys fishing, boating, golfing, and riding her Harley. *
Donald Joseph Neihoff – 20 Years • Don was born in Paducah, KY and moved to Central Florida in 1970. • He graduated from Miami Jackson High School and served in the Navy for 4 years. • Don was hired in 1988 to work at Roads and Drainage. • He has been promoted through the years and is currently an Equipment Operator III. • Don has worked on the Sealing Crew and claims he’s seen the inside of every pipe in Orange County.
Donald Neihoff - 20 Years • Don has been an integral member of the United Way Funding Raising Team for 10 years. • He is now assigned to the Goldenrod Maintenance Facility. • Don has been married to Elsie for 35 years and they have three children: Darren, Randy, and Cheryl. • In his spare time, Don enjoys softball, golf, and poker. • He has played in the Orange County Golf League for 11 years and has won 1st place 5 times. • Don once had a close encounter with a gator while trying to retrieve his ball from a pond. *
Lester E. Canada – 20 Years • Lester was born and raised in Orlando and graduated from Colonial High School. • He was hired in 1988 to work at the Sewer and Wastewater Division as an Equipment Operator III. • Lester transferred to Public Works in 1992 to work at the Three Points facility. • In 1997, he was promoted to Equipment Operator IV and transferred to the Landfill. • Lester later moved to the MSTU Pond Maintenance Section to operate the 60 foot long boom track hoe.
Lester Canada - 20 Years • Lester has received numerous citations over the years for his work on the retention ponds and canal banks for repairing erosion. • His significant accomplishments include: Working with the Firefighters in 1998 to clear safe zones during the wildfires, and assisting with the 2004 hurricane recovery team. • Lester is married to Karen and they have six children: Brittany, Lane, Brenton, Jessey, Cassey and Billy. • In his spare time, Lester plays with a Bluegrass band and enjoys deer hunting. *
John D. O’Steen - 20 Years • John was born in Florence, AL and moved to Winter Park at the age of four. • He graduated from Winter Park High School. • John was hired by Orange County in 1988 to work at Water Reclamation. • He worked at the Cypress Walk Facility until 1998, when he transferred to the South Wastewater Reclamation Facility.
John O’Steen – 20 Years • John has two daughters: Melanie and Shannon, One son: Joey, and four grandchildren. • In his spare time, John enjoys riding his Harley. *
Sharrow Katrina Fullwood - 20 Years • Sharrow was born and raised in Orlando and graduated from Jones High School. • She joined Orange County in the Fiscal and Administrative Division of Utilities. • Sharrow transferred to Customer Service as a Customer Service Representative and was later promoted to Assistant Supervisor. • In 1993, she won the Orange Award and in 1999 – the Star Performer Award. • She was promoted to Utilities Account Supervisor of the Cash Workgroup in 2003.
Sharrow Fullwood – 20 Years • Sharrow was recognized at the Mayor’s Coffee in 2005 and 2006 for her outstanding job performance. • She has worked on the Utilities Focus Committee and with the Emergency Call Center Team during the hurricanes of 2004. • She has assisted with the “Dinner on Us” Program to help the homeless. • Sharrow has three daughters: Portia, April and Mikayla. • In her spare time, she enjoys watching old movies, shopping and volunteering at her church. *
Daniel W. Vlas - 20 Years • Dan was born in Fremont, MI, and moved to Central Florida in 1988. • He graduated from Hesperia High School and spent 21 years in the Air Force. • Dan attended Valencia Community College and City College of Chicago and he has earned his Real Estate Certificate. • He was hired by Utilities in 1988 to work as a Wastewater Treatment Plant Operator and was subsequently transferred to Customer Service.
Dan Vlas – 20 Years • Dan was one of the members of the Implementation Team for the Utilities CIS migration to the PeopleSoft Enterprise Revenue Management System. • He has been married to Tatyana for 8 years. • Dan has two grown children and one granddaughter. • In his spare time, Dan enjoys fishing, hunting and traveling. *
Guy L. Fowkes - 20 Years • Guy was born in Honolulu, moved to Central Florida in 1975 and graduated from Lake Howell High School. • He was hired by Orange County in 1988 to work in Highway Drainage. • Guy worked there for 5 years and was promoted to Meter Reader with Utilities in 1993 and Senior Meter Reader in 1996. He is now a Customer Service Field Representative. • Guy has been involved with numerous projects and upgrades within Utilities.
Guy Fowkes – 20 Years • Guy has assisted with: * The Automatic Meter Reading Study and the re-sequencing of meter reading routes. * The upgrade of meter reader handheld technology – Syclo – Mobile Work Manager • In his spare time, Guy enjoys surfing, traveling, and spending time with family and friends. *
