The Cityports project 1st Scientific and Technical workshop Bologna 5th November 2013 Alberto Preti
Cityports background • EU - ERDF funded project – CADSES, led by Emilia-Romagna Region • Answering the need of a quantitative background for city logistics decisions & policy making • Setting up a methodological framework for city logistics analysis • Which was applied in all the main cities of Emilia-Romagna
Policy support tool • Applied in Emilia-Romagna for the development of the policy «Measure 5» on city logistics
SURVEYS & PROJECTING JOIN STRATEGY GUIDELINES SHARED METHODOLOGY IMPLEMENTATION • Measure 5: Study and implementation of City Logistics actions in 12 Cities
The Cityports approach ZONES • A citycan be divided into several zones, depending on: • Infrastructures(i.e. road network situation, level of congestion, ease of parking etc.) • Economic characteristics ( i.e. types of activities, dimensions etc.) • Policies and rules(i.e. related to access restriction, parking, mobility of goods etc.) • The supply chain is defined by the “mix” of a series of elements, and namely: • The class of product (food, clothing, commodities etc.) • The actors involved (supplier, haulier, retailer, shopkeeper etc.), • The logistic process (departure and destination points, services, etc.) Technical solutions need to be defined considering the zone of the city and the supply chain SUPPLY CHAINS
Ad hoc investigations Investigations Description • Supply chains characteristics • Qualitative on city logistics situation and perspectives • Information about loading and unloading Flows generators The analysis method collects information with a transport perspective, but also with a logistic perspective, giving information on: • supply chains • zones of the city • Private data and “static” information about the supply chains, the fleet and the infrastructure • “Dynamic” information on weekly transport activities Local transport companies • Vehicle and goods information and supply chains • Travel information about journey and route Hauliers • Identification of homogeneous zones in terms of type of activity (distribution, production etc.), dimension of the activities etc. • Information about urban freight traffic • Information about urban and extra-urban road network etc. Urban structure
Tactical steps Zona X Zona Y Zona Z Filiera 5 Filiera 1 Filiera 2 Filiera 3 Filiera 4 High priority Medium priority Low/no priority Intervention priorities Integrated solution “Extension” of the solution Evaluation of the solution A priority level is assigned to every intersection “zone-supply chain” according to the number of loading/unloading operations One or more integrated solutions are defined for the “zone-supply chain” intersections with the highest priority level • Consider if a solution defined fora specific intersection zone-supply chain can be applied to other intersections, for example: • to the same supply chain in other zones with similar characteristics; • in the same zone to different supply chains • Evaluate the effectiveness of the solution through: • comparing the solution with the original objectives • selecting a solution if more alternatives were found DESCRIPTION SUPPLY CHAIN-ZONE MATRIX • Review of main logistics solution • Criteria to identify the necessary regulatory aspects • Strategies for involving stakeholders TOOL
From the method to the model • Set up and calibration of a model based on the huge data collection carried out in ER • A NACE-based model and SW (CITYGOODS)
Capitalizing the model • INPUT DATA: • NACE • GRAPHS CITYGOODS OUTPUT DATA NOT A MAGIC BOX • Support Tool • With need of new calibrations • Not applicable for modelling of all city logistics solutions –more suitable for some types • Needing a joint work • But with a sound quantitative background • Well suitable for city logistics applications evaluation and policy making support
