    3. 3 November, 2006 Vendors have proprietary feature extraction and template generation algorithms Exchange of templates between different vendor systems is currently not efficient Thus, image transmission in all cases, re-encoding Lacking interoperability (sizing, format, resolution) Image transmission causes high cost Standards vs. de facto standards Previous tests – no change of the situation

    5. 3 November, 2006 Develop a European fingerprint test database to be used for the MTIT project and for later tests as well Get the four main AFIS vendors to work together and ensure impartial treatment and discretion Develop a test environment for interoperability testing for this project and for later use Analyse test results in order to investigate the reasons of detected gaps and to improve vendor’s encoding algorithms Develop a certification process in a way that new vendors’ compliance can be certified

    7. 3 November, 2006 Complementary to MINEX, MTIT will provide one common certification tool for later use The administrative procedure and the technical requirements for any biometric vendor who requests a test of finger minutiae template interoperability The criteria to respect for a biometric vendor who claims interoperability of finger minutiae template The recommendation of the consortium for the selection of the fingerprints in the database The test procedure description, including database management and criteria calculation The indication and the justification of gaps to be addressed

    8. 3 November, 2006 As for many years in the past, the subject of fingerprint data collection has been underestimated Using different devices and software to capture fingerprints gives different images (conditions, sizing etc). The transformation into INCITS 378 or SC37 standards leave room for vendor interpretation in some details. Known Minex test results will appear in the same way in the MTIT testing phase, e.g. Matching results will be less good than with vendor proprietary templates Lowering base line thresholds will impact the accuracy

    9. 3 November, 2006 MTIT is a European activity in Europe and addresses issues not yet covered The implementation of vendors’ SDK is finished 1st test run in Nov 2006 report to vendors in Dec 2006 and to EC in early Jan 2007 Revised software from vendors in Jan 2007 2nd test run in Feb 2007 Final report to EC in March 2007 MTIT results will provide the basis for further improvements of interoperable fingerprint software and a common quality level.
