Board Direction Enhance the code development process with new and emerging technologies to increase member and stakeholder participation consistent with ICC’s mission. • Board Approved May 2011; Confirmed October & December2011
Guiding Assumptions • Retain the Governmental Consensus Process • Ability to express a meaningful opinion - on proposed changes • Flexible voting window • Multi Path - People have flexibility to vote in person at FAH and remotely • Preserve and create new benefits to face to face and online participation • Provide online resources to inform votes • Include a strong mechanism to address any correlation issues • Maintain consistency with criteria such as OMB Circular A-119
Steering Committee Progress • Monthly meetings / calls (Jan ‘12-Oct ‘12) • Review and analyze Member research data • Develop/evaluate comprehensive list of issues and consider pros/cons of approaches • Advise on communications and outreach • Serve as ambassadors to the process • Membership Council outreach
Key Research Findings • A solid majority support cdp ACCESS concepts • cdp ACCESS addresses primary barriers to participation in code development • Members are interested in participating online as schedules allow • Viewing testimony and voting on final proposed code change language are two most important factors for online participation
Recent comments from code officials ononcdp ACCESS: “This is the only way the vast majority of Building Officials in this country will ever get a chance to be a part of code changes.” “Most building departments do not have the staff or the resources to allow attending ICC conferences. This would allow a voice for these members in our council.” “Remote voting will allow code officials a much higher level of participation in the code development process, especially for those who cannot attend the lengthy annual hearings.”
