Adopt NASA ESDIS adopt ISO 19115. ESDIS adopt ISO 19139 as the standard for encoding ISO 19115 compliant metadata in NASA Earth data products and in other vehicles used to exchange ISO metadata. ECHO adopt the “core” and “non-core” metadata fields for metadata translation and discovery.
Plan ESDIS develop a comprehensive plan for the development and adoption of NASA ISO 19115 conventions. (EV-9, ECS-4, ECS-5, GCMD-2, ECHO-1, ECHO-2, GCMD-3) ESDIS establish a plan that enables a select set of early users to implement and test generic tools and approaches for the NASA ISO 19115 conventions. NASA stakeholders begin complying with the evolving NASA ISO 19115 conventions as their implementation plans dictate, and not wait until there is a complete set of NASA ISO 19115 conventions. ESDIS devise an ISO 19115 adoption plan that retains legacy descriptive terms for the classification and description of data products.
Community ESDIS put in place a mechanism for involvement of the broader stakeholder community in the development of evolution of NASA ISO 19115 conventions. (IS-5, DSM-1, EV-6) A website be created and maintained to make available to the community, both inside NASA and outside NASA, the many resources associated with ISO 19115 use within the NASA Earth science data systems; in particular, the NASA ISO 19115 conventions. ESDIS provide the Data Centers with the resources required to generate an infrastructure that supports the NASA ISO 19115 conventions to discover and deliver products to the user community. A governance structure be put in place to ensure that the creation and evolution of the NASA ISO 19115 conventions, as suggested by stakeholders, are reviewed for redundancy, necessity, reusability, community conformance, and in keeping with the rules of ISO 19115 adoption and modification.
Evolve ESDIS define and institute a process of evolution for the NASA ISO 19115 conventions, based on the needs of the stakeholders. NASA stakeholders begin complying with the evolving NASA ISO 19115 conventions as their implementation plans dictate, and not wait until there is a complete set of NASA ISO 19115 conventions. NASA ISO 19115 conventions evolve in a formal manner, with the possibility of realizing a NASA ISO 19115 extension or profile. (EV-7) A governance structure be put in place to ensure that the creation and evolution of the NASA ISO 19115 conventions, as suggested by stakeholders, are reviewed for redundancy, necessity, reusability, community conformance, and in keeping with the rules of ISO 19115 adoption and modification. ECS data model should evolve with NASA ISO 19115 conventions.
