3. 29th AFACT StCMid-Term Meeting AFACT TFT Taskforce Team Terms of Reference Mission Under the Steering Committee (StC), the TFT shall act as an advisory team to support AFACT Chairperson to develop tasks delegated by the StC, which requires activities across BDC/CSC/TMD. The TFT shall set out recommendations to the StC.

4. 29th AFACT StCMidTermMeeting Membership and responsibility of the Member -Encourage members who expressed the intent to participate -The member of TFT is responsible for attending the TFT meeting to be called by the Convener, which can be as a physical meeting or telephone/online conference, based on the timetable collectively decided amongst members.

5. 29th AFACT StCMid-Term Meeting Update the program of works for TFT to report to the StC A) Application of NGO to United Nations Economic and Social Council (ECOSOC) Works of preparation required by the secretariat of ECOSOC. B) Develop AFACT Single Window According to the Recommendation by the AFACT Roadmap TFT, - Strategic plan of AFACT for facilitating its work items on Single window by liaising with other Single window related organizations in different countries/ economies Including Single Window Survey in AFACT Economies (draft by ver 1.0) -Plan to build official liaison with UN/CEFACT, UN/ESCAP, ASEAN, WCO, ASEAN, and PAA, and to identify joint work areas with them (such as exchange expert programmes or Building capacity for IT human resources in different countries/ economies.

6. 29th AFACT StCMid-Term Meeting • TFT roadmap and activities • 2011 Action Plan: purpose araising awareness and technology transfer with TFT Meeting calendar once 3 months to review • -Recommend to StC: to survey for NSW to be better understanding of Trade Facilitation or Paperless Trading • Legal Framework/Architecture and Technology • -2012: Activate technology expert network and implement trial E-business projects with financial budgets supported from some countries/ Inte. Organizations such UN • 2013-2015: Expand cross-border exchanging with Int. Standards such UN/ISO ……Projects

7. 29th AFACT StCMid-Term Meeting TFT roadmap and recommendation in each countries / economies for Trade Facilitation or Paperless Trading Expand AFACT members network: encouraging and supporting Briging to them responsibilities and benefit Legal Framework: Acceleratingpolicy making/ completing legal documents Architecture and Technology: setting and implementing National E-Business / Information systems such as Public services or VANs network

8. 29th AFACT StCMidTermMeeting • TFT roadmapand recommendation • - To Accelerate Trade Facilitation, Paperless Tradingto help AFACT members • - AFACT members should include representative of state Agencies of each country/economy to be easily setting up Gov. Links whenever needed • - Existing Technology Experts network in AFACT (WGs) are few and not jet sufficient capacities to support properly in implementing practical E-Business projects • Such as Technology Solution for National Single window or realizing E-Business standards or recommendation of UNCEFACT/ others

9. 29th AFACT StCMidTermMeeting • Training and Transferring Technology : It’s necessary to have programs to call for supports from UN organizations for E-business expert training program every year for all AFACT members or specific NSW… • E-Asia Award: It’s necessary to apportion to all AFACT members, not to some specific several countries/ economies, e-Asia award ‘s objectives are encourage all AFACT members to develope
