The intervention • At the moment, the escalation of the pre-conflict situation can be reduced with: • Administrative regulation of fishing • Promotion of economic alternatives to endogenous development that provide identity for active divers • Comprehensive care (psychological, health and economic) suitable for disabled divers and vulnerable households.
