PUBLIC/NONPROFIT PARTNERSHIP INITIATIVE: Theory of Change PLANNING IMPLEMENTATION OUTCOMES Environmental Scan Policy Forum A mechanism is developed to prioritize what needs to change and to determine the solutions to pursue. (Human Service Commission) Human services system is responsive, efficient, accountable and fair in meeting needs Government Engagement Research IMPACT Coalition Building & Advocacy (IPHS) Awareness and Education • Contracting issues that • impede system effectiveness • are identified • Primary reasons for issues/ • problems are explored Illinois residents are better able to reach their full potential and contribute to their communities • Reforms are enacted • Resources are committed • Principles are developed to • guide decisions and solutions • for system improvements • Strategies to build momentum • for system reform are identified Illinois is a healthier, safer, and economically stronger state New policies and practices are implemented (HB 5124) Maine Association of Nonprofits This project is generously supported by the Wallace Foundation

Donors Forum’s Role • Link in three-way relationship between government, nonprofits, philanthropy, • Neutral convenor; honest broker, • Supporting implementation efforts, • Building recognition among key players of Partnership Principles as a framework for reform, • Promoting system reform by developing framework against which progress can be measured. Examples: Allocation of funding based on analysis of current needs Fewer legislative set asides Reduction in payment cycle Fewer reports required Service outcomes reported to the public Maine Association of Nonprofits

Current Situational Analysis Maine Association of Nonprofits • Human services crisis has increased over the past year; Illinois fiscal situation the worst in the nation • A lot of activity intended to improve the system, but also challenges to actually move forward: • Formation of Responsible Budget Coalition • Growth of IPHS • Formation of Human Services Commission • HB5124 passed and signed • City of Chicago’s Getting Them Paid work group • Two-pronged approach of fiscal reform and systems reform seems to resonate • Upcoming elections create uncertainty around existing work at the state • Public aware of state’s fiscal issues, but believe they can be solved by cutting out waste • Greater awareness of state’s impact on human services, but common belief that there are too many providers, and many are unsympathetic to human services recipients This project is generously supported by the Wallace Foundation
