  1. Lieutenant Colonel G. Todd Spencer, USA Commander, DCMA Indianapolis Lieutenant Colonel G. Todd Spencer, US Army, assumed duties as the Commander, DCMA Indianapolis effective 24 June 2010. LTC Spencer received a Regular Army commission after graduating as the Distinguished Military Graduate from the University of Cincinnati in 1990. He has graduated with honors from the Infantry Officer Basic Course, the Ordnance Officer Advanced Course, and the Combined Logistics Officer Advanced Course, and is a 2003 graduate of the Command and General Staff College at Ft. Leavenworth, Kansas. He holds a BBA (Finance) from UC, a MS (Business and Public Administration) from Boise State University, and a MBA from Webster University. He is Level III certified in Contracting and Level II in Program Management. His previous assignment was with USTRANSCOM, a joint Combatant Command at Scott AFB, IL, from 2006-2010, performing as a contracting officer, executive officer, and Chief, R&D Contracting Branch. His first assignment as an Army Acquisition Corps officer was with DCMA-GDLS at the Joint Systems Manufacturing Center-Lima (OH) from 2003-2006. He served as the deputy plant commander and tank program administrative contracting officer (ACO), and as LOGCAP ACO with DCMA-Iraq in Operation Iraqi Freedom (2004) (Babylon) and DCMA-Afghanistan in Operation Enduring Freedom (2005) (K2,Uzbekistan and Kabul, Afghanistan). As an Ordnance Corps and Infantry officer, his assignments include: Trainer to the 116th Cavalry Brigade, Boise, Idaho; Commander, B Company, 426 Forward Support Battalion, 101st Airborne Division (Air Assault), Ft. Campbell, KY; Materiel Readiness Officer, Eighth U.S. Army, Korea; and with the 10th Mountain Division, Ft. Drum, NY, as Rifle Platoon Leader, Main Support Battalion Maintenance Control Officer (Shop Officer), and MSB Logistics Officer (S4). Operational deployments included Somalia and Haiti. LTC Spencer’s awards and decorations include the Bronze Star Medal, Defense Meritorious Service Medal (one oak leaf cluster), MSM (one OLC), Joint Service Commendation Medal, Army Commendation Medal (2 OLC), Army Achievement Medal (1 OLC), Armed Forces Expeditionary Medal (one campaign star), Iraq (one campaign star) and Afghanistan Campaign Medals, Humanitarian Service Medal (one star), Joint Meritorious Unit Award (third award), Expert Infantryman’s Badge, Airborne Badge, Pathfinder Badge, and Air Assault Badge. He resides in Carmel with his wife, Krista, and two sons, Gary (12) and Calvin (9). Hobbies include family activities and Scouting.
