  20. Overview • What is ITV? • Basics of MIST • Basics of MIST-NG • What are ATN, DETN, and GETN? • Your POCs

  21. The Basics of MIST What: • Public Law 107-314 of the FY03 Defense Authorization Act directed the DOD and VA to implement a Heath Care Incentive Fund • In 2005, the VA (as Lead Agent) proposed a joint agency, satellite based, educational channel using current medical content from the CDC, VA, DOD Services, and other providers • Grant of $2M was approved and implementation started July 2006—VHA Employee Education System (EES), St Louis MO, with ATN PMO & Army Satellite Education Network • Army transferred operational oversight & MIST funding to ATN PMO—Defense Education & Training Network (DETN) founded

  22. The Basics of MIST Why • Increasing need to share medical information and training—rapidly and universally—using existing infrastructures • Permits exchange of medical training and information • CME/CEU credits for selected programs • Offers access to very large segment of DOD population thanks to single hub (DETN) and compatible downlinks • Cost-effective—centrally funded, no local costs • Allows for rapid, cost-effective deployment of additional infrastructure where needed When & Where: • Programs are broadcast during duty days to sites across DOD, but only AF has rooms inside medical facilities—Army & Navy must rely on VTC systems not collocated with medical facilities

  23. A few of our providers

  24. Course offerings - Sample Titles • Veteran’s Administration - Our Turn To Serve – Welcoming Wounded Veterans - Hepatitis C - General Information - Post Traumatic Stress Disorder In Veterans - Stress and Aggression In The Workplace • Alabama Dept of Public Health - Vulnerable Populations - Building Competency in Health Care - Chronic Disease Self-Management - Diabetes & Hypertension - Fundamentals of HIV Prevention • Centers For Disease Control - The Diabetes Epidemic: Preventing the Preventable - Hospitals Response to Emergency Events - Mass Vaccination Clinics: A Reality Check - Immunization Update • DOD Titles - Annual Trauma Symposium (2 Days) – USN - Physician’s Assistant Recertification (5 Days) – US Army - Tobacco Cessation – US Army

  25. Overview • What is ITV? • Basics of MIST • Basics of MIST-NG • What are ATN, DETN, and GETN? • Your POCs

  26. The Basics of MIST-NG What: • In March 2013, a second proposal called “MIST-Next Generation” (MIST-NG) successfully submitted by ATN PMO (lead agent) & VHA EES & to secure $11,868K of which $7,861K was DOD’s share to do the following: • Greatly expand existing shared-training between DETN and VHA EES • Link major medical teaching institutions in DOD to DETN satellite hub • Add downlink classrooms to all remaining medical centers, hospitals, and clinics CONUS & OCONUS—currently only CONUS AF facilities have downlink classrooms. • Add IPTV downlink capability at all medical centers, hospitals, and most clinics world-wide—and since downlinks installed at LAN head-ends of bases & posts, IPTV will be available for other DOD DL

  27. The Basics of MIST-NG Why • Need to increase training cost-effectiveness: MIST already succesful—71K student training hours $2.63 per student-hr—MIST-NG will yield estimated 4-fold increase resulting in $0.69 per student-hr cost avoidance of $173M in CME/CEU training • Need to Expand reach: 108 med facilities CONUS & 47 OCONUS do not have connectivity • Need to increase training programs: AMEDD, BAMC, WRNMMC, AFSAM, NMCSD, & DHHQ • Need to provide a blended learning environment: Need to reach desktops for shorter courses • Can support Disaster recovery

  28. The Basics of MIST-NG How • VA/DOD Health Executive Council has overall charge of MIST-NG • General and financial & operational management conducted by ATN PMO Director, HQ Air University OL-A (HQ AU/OL-A), under HQ AU Education Operations & Logistics Directorate (HQ AU/A3/6)—reports to DOD Co-Chair of VA-DOD Health Executive Council (HEC) Workgroup • Day-to-day management conducted by MIST Program Manager, under ATN PMO Director • After 2 years, out-year costs to be added to DOD’s POM supported by OASD(HA) (bandwidth, maintenance, & admin) • If POM not approved, MIST goes “Space A” on existing bandwidth

  29. The Basics of MIST-NG Process • Funding received by HQ AU on 27 Jun • Initial planning meeting w/VA & w/DHHQ (Jul & Aug) • Build advocacy from HQ down to local medical facility • Phase I: Establish broadcast capabilities with AMEDD, BAMC, WRNMMC, AFSAM, NMCSD, & DHHQ—assist in planning content delivery • Phase 2: Install classroom downlinks at all remaining DOD facilities world-wide • Phase 3: Install IPTV capabilities at all med centers, hospitals world-wide and at approx 40-60% of clinics • Phases 1 & 2 will start together, Phase 3 to begin after completion of 1 & 2 • Quarterly progress reports to be submitted to VA/DOD HEC

  30. The Basics of MIST-NG How will it work? • VA and CDC will provide both interactive and prerecorded content via satellite • Other DOD content providers (6 sources so far) will link via terrestrial T-1 lines to ATN hub • Content provided outside DOD will continue to be downlinked and rebroadcast via ATN hub • CME/CEU credits awarded by content providers • Monthly strategy, collaboration, and scheduling meetings will be held
