The Pennsylvania Department of Education has developed a common set of standards for school leadership, focused on improving student achievement. The initiative includes core and corollary leadership standards, as well as program components for growth and support. The program aims to develop a cadre of future facilitators and benefits participants by providing cohort-based leadership groups, Act 48 credit, and networking opportunities.

Leadership Standards • Three “Core” Leadership Standards • Six “Corollary” Leadership Standards • Two Program Components: “Grow” and “Support” • 2005/06: Four sites- 2 “Grow” and 2 “Support” • 2006/07: Eight sites; each with a “Grow” and a “Support” program Pennsylvania Department of Education
Core Standards • The leader has the knowledge and skills to think and planstrategically, creating an organizational vision around personalized student success. • The leader isgrounded in standards-based systems theory and design and is able to transfer that knowledge to his/her job as the architect of standards-based reform in the school. • The leader knows how to access and useappropriate data to informdecision-making at all levels of the system. Corollary Standards The leader: • Creates a culture of teaching and learning with an emphasis on learning. • Managesresources for effective results. • Collaborates, communicates, engages, and empowersothers inside and outside of the organization to pursue excellence in learning. • Operates in a fair and equitable manner with personal and professional dignity. • Advocates for children and public education in the larger political, social, economic, legal, and cultural context. • Supportsprofessional growth of self and others through practice and inquiry. Program Component: Grow “Grow” – Regions 5 & 7 in 2005-06 • Cohort ofnovice principals and assistant principals (in their first three years) • Training using the National Institute for School Leadership (NISL) curriculum created by National Center for Education and the Economy (NCEE) using research on effective school leadership Pennsylvania Department of Education
Program Component: Support Support: Regions 4 & 8 in 2005-06 • Experienced school administrators- more than 3 years (Superintendents, Directors, Assistant Superintendents, Principals) • Training using PA-adapted version of Total Leaders curriculum previously developed and delivered through the PLDC (PA Leadership Development Center) Pennsylvania Department of Education
Building Leadership Capacity State-wide:Developing a cadre of future program facilitators • Imbedded facilitator/participants in all Grow program trainings from all four 2005-2006 regions • Imbedded facilitator/participants in all Support program trainings from all four 2005-2006 regions Pennsylvania Department of Education
Benefits to Program Participants • Cohort-based leadership group • Act 48 credit • No cost for NISL or Total Leadership training during first two years • Opportunities for creating a network of colleagues state-wide who face similar challenges Pennsylvania Department of Education
Regional Advisory Committee • Membership: representatives from Intermediate Units, higher education, school districts, elected representatives, education groups, Distinguished Educators, Page One schools, foundations, business and community organizations. • Purpose: to provide insight into current leadership initiatives in the region, methods of promoting and sustaining the programs, and analyzing the results of the Initiative Pennsylvania Department of Education
