LOCAL AUTHORITY MANDATE • Under the Constitution, Act 108 of 1996, municipalities must now lead, manage and plan for development. • Local government is perceived to be the agent of change and the vehicle for development at a local level. • Local authorities have the responsibility to exercise this developmental mandate across all functions delivered at local level – including the development and marketing of the tourism sector. • The delivery of corrective and supportive interventions that will facilitate transformation will be delivered at a local level.

  3. PROVINCIAL LEGISLATION Western Cape Tourism Act, 2004: • To provide for the establishment of the Destination Marketing Organisation • To provide for its composition, powers and functions • To provide for the promotion of tourism and the related economic development of the Western Cape

City & CTRU relationship • Tourism Act 2004 establishes the DMO without infringing on the rights of municipalities regarding local tourism… • 3 year SLA with CTRU (ending 30 June 2008) & city • 1 year’s notice given in June 2007 that SLA won’t be renewed • Provincial government was requested to address the following issues during the year of notice: • Clarify confusion on destination development mandate • Increase City representation on CTRU board • Strengthen legislation to ensure board members have the capacity to deliver on CTRU’s mandate

Current state • CTT mandated to deliver destination marketing & visitor services for the City in terms of Sec.78 of Municipal Systems Act 2000 • 2009/2010 budget approved to fund the delivery of these functions by CTT in preparations of SWC 2010 • Joint marketing initiatives planned, executed & co-funded (CTRU & CTT) • International best practise model of city destination marketing being sought

City of Cape Town Partnerships & stakeholders • PGWC: Promote & develop tourism in Western Cape • SA Tourism: Promote South Africa internationally • CTRU: Destination Marketing for the Province • CTT: Visitor Services & Destination Marketing for Cape Town • Industry: Private sector driven tourism • Communities: Community based tourism • Other governmental bodies: Collaborative initiatives
