Noise/Air Quality UpdateEUM Meeting March 2014 Email questions to: OES@dot.state.oh.us
Air Quality- PM2.5 Hotspot PM2.5 Hotspot Analysis- Agency consultation • Modeling software • Data requirements • Data sources • Agreement on data inputs before running models • Receptor locations/mapping • Analysis years (existing, interim, opening year, dyb, opening yr +20??) • Review and coordination process • Required public involvement process • Analysis submittal/review process • PI/NEPA project timeline/overall PM2.5 schedule
Air Quality- CO and PM10 • No longer issues in Ohio!
Noise Analysis • No more “Preliminary” or “Final” terminology. • Added Noise PI to PDP task list. • Noise AnalysisNBDT⟶Noise PI⟶NWCP • Include a summary table showing ALL MODELED WALLS and an added summary table of only the NOISE WALLS BEING RECOMMENDED in the Conclusions/Recommendations
Utility Issues • Retaining walls • Tower lighting • Overhead signs and lines- power/telephone/cable • Underground lines- power/telephone/fiber Optic/water/gas/sewer • Culverts • Drainage swales • Ground mounted electrical junction box • Fire hydrant
Consultation/Communication • Consultants should send emails/electronic submittals to the Districts, not directly to OES.
Consultation/Communication • Consultants should not be communicating directly with the agencies unless directed to do so by ODOT.
Noise Barrier Design Table (NBDT) • Noise walls modeled in the noise analysis report and prepared in noise wall construction plans must be done in 6” increments (i.e. 10’,10.5’, 11’, 11.5’, 12’, 12.5’, 13’, 13.5’, etc). • The NBDT aerial graphic requirement must show points along the noise wall every 50’ with each point corresponding to a bay height shown on a spreadsheet.
Noise Wall Construction Plans • In addition to the showing the bottom and top of wall profiles and acoustic profile, show the roadway profile. If the proposed noise wall is along a ramp, show the ramp and mainline profiles.
Noise Wall Construction • Crystalline Waterproofing admixtures • Noise Wall Precon meeting, Control Panel inspection, Final Noise Wall inspection • Stay away from brick texture. Preferably no sides. Max only 1 side brick. Never both sides. • Preferable same color and texture on both sides.
Current and future noise research projects • Acoustifence testing- Draft report complete • Field testing various noise wall materials- Draft report complete • Construct Earthen mound Noise Barrier at 1:1slopes or steeper (internal) • FY2015- Acoustical Testing of Earthen Berms
Type II/Maintenance Program • Retrofit/Replacement/Repair (RRR) Program Status Report • Availability in FY2016 • Calender 2014 projects in Districts 2,4,6,7,12
Which takes the longest time to prepare and approve? • NMP • NWPPP • Noise and Air Quality Determination/scope • Qualitative MSAT Analysis • Noise and Air Quality Price Proposal • NBDT • NPIS • Noise Analysis • Quantitative MSAT Analysis • PM2.5 Hotspot Analysis • Noise Wall Construction Plans
