Bioenergy Research • 5-year DFID-Funded Policy Focused Bioenergy Research Project 2007 – 2012 • East Africa and South Asia Focus • Lead: ACTS – Nairobi • Partners: PAC (UK, Kenya, Sri Lanka), UoE (UK), UDSM (Tanzania), MSSRF (India) Low Carbon Energy for Development Network (LCEDN) Conference Loughborough University 4th April 2012
Thematic Areas Low Carbon Energy for Development Network (LCEDN) Conference Loughborough University 4th April 2012
New Technologies for Job Creation • Tanzania • Commercialisation of new locally appropriate energy technologies for households and communities • Rice husk gasifier stove for household and institutional use (current commercialisation) • Modification of pure plant oil (PPO) for direct use in stationary engines • MoU recently developed with Tanzania Petroleum Development Corporation (TPDC) to conduct field trials. Low Carbon Energy for Development Network (LCEDN) Conference Loughborough University 4th April 2012
Lessons Learned • Requirement to involve users in design of technologies and how they are commercialised • Need to move from initial research to commercialisation through the involvement of a number of organisations including entrepreneurs, civil society and policy makers • Development of key collaborations with private sector focused organisation such as NERC Centre in Sri Lanka, TPDC in Tanzania, MoE in Kenya Low Carbon Energy for Development Network (LCEDN) Conference Loughborough University 4th April 2012
National and Regional Bioenergy Policy Support • Policy Working Groups (PWGs) • Set up in each of 4 target countries • Includes policy makers, private sector, civil society representatives • Kenya: PWG, with Ministry of Energy, has led on the development of the country’s biofuels policy and is currently revising its Energy Policy to align with new constitution • Sri Lanka: PWG has influenced National Data Collection Department to start collecting data on energy for their national planning Low Carbon Energy for Development Network (LCEDN) Conference Loughborough University 4th April 2012
National and Regional Bioenergy Policy Support • Sri Lanka • Resource Mapping and Systems Dynamics • Completed in 3 districts • Assessment of biomass flows (import/export) to local industries • Understanding of effect of policy decisions (e.g. support for new plantations, more efficient boilers etc.) Low Carbon Energy for Development Network (LCEDN) Conference Loughborough University 4th April 2012
National and Regional Bioenergy Policy Support • Kenya • Agro-environmental zoning and mapping for biofuel production in Kenya (with UNEP) • Covers 12 species for ethanol and biodiesel • Sugarcane, Sweet sorghum, Cassava, Jatropha, Croton megalocarpus, Cotton, Castor, Coconut, Oil palm, Sunflower, Rapeseed, Crambeabyssinica Low Carbon Energy for Development Network (LCEDN) Conference Loughborough University 4th April 2012
National and Regional Bioenergy Policy Support • Publication of Small-Scale Bioenergy Initiative Case Studies with FAO (Africa, Asia and Latin America) • Study on Anagi stove in Sri Lanka leading to development of National Standards on Improved Cook Stoves • IAP study in Sri Lanka leading to National Guidelines on Indoor Air pollution Low Carbon Energy for Development Network (LCEDN) Conference Loughborough University 4th April 2012
Lessons Learned • Detailed relevant data is required to convince policy makers and investors of sustainable bioenergy markets • Collaboration is required between all actors to ensure tools and models lead to genuine change in the communities and local markets • Policy makers are key in ensuring change takes place at scale but need focused and relevant support from research and civil society actors Low Carbon Energy for Development Network (LCEDN) Conference Loughborough University 4th April 2012
Delivery Models and Market Systems • Kenya • Development of Bioethanol household stove and fuel market in Kisumu, Kenya • Targeted surveys in 50 households including IAP tests • Delivery model and market chain analysis of ethanol and stoves will be carried out • Further 50 stoves sold to interesting households Low Carbon Energy for Development Network (LCEDN) Conference Loughborough University 4th April 2012
Delivery Models and Market Systems • Sri Lanka • Development of highly efficient wood gasifier stove (WGS) and supply chain of wood chips • Technology development with NERD Centre • User acceptance surveys on stove usage and fuel supply issues • Training of entrepreneurs and financing models Low Carbon Energy for Development Network (LCEDN) Conference Loughborough University 4th April 2012
Delivery Models and Market Systems • Kenya • Development of charcoal market chains • Use of Participatory Market System Development (PMSD) approach • Policy Handbook and Pocketbook • Sustainable wood fuel production Pocketbook Low Carbon Energy for Development Network (LCEDN) Conference Loughborough University 4th April 2012
Delivery Models and Market Systems • Development of On-Line Energy Delivery Model (currently hosted on Practical Answers) • Production of book on Energy Delivery Models (to be published in June 2012) Low Carbon Energy for Development Network (LCEDN) Conference Loughborough University 4th April 2012 www.practicalaction.org/edm-tool
Lessons Learned • Market development needs to be participatory and involving all market actors as well as the supporting service and enabling environment actors • Technologies and fuel supplies need to be demand focused and innovative to reach large numbers and focused on improving local livelihoods • Innovative financing models are required to ensure new technologies and fuels can reach the very poor Low Carbon Energy for Development Network (LCEDN) Conference Loughborough University 4th April 2012
Bioenergy Linkages with Climate and Environment • Kenya • Reduce the vulnerability and enhance the capacity to adapt to CC of vulnerable communities through adaptation strategies • Improve access to clean and efficient energy for vulnerable communities Low Carbon Energy for Development Network (LCEDN) Conference Loughborough University 4th April 2012
Bioenergy Linkages with Climate and Environment • India • Range of case studies on sustainable bioenergy practices which can increase adaptation to climate change • New Tamil Nadu specific Bioenergy policy maximising energy access and livelihoods and NREGA Policy leveraged to promote bioenergy in India Low Carbon Energy for Development Network (LCEDN) Conference Loughborough University 4th April 2012
Lessons Learned • Climate change adaptation and energy is a very new but growing area of focus • Local bioenergy production can increase local livelihoods and help communities and farmers increase their resilience • Adaptation needs to be built into all aspects of bioenergy production and delivery for all energy services Low Carbon Energy for Development Network (LCEDN) Conference Loughborough University 4th April 2012
