Basics: Green Electricity Act • Feed-in tariff system • Guaranteed tariffs, no degression • Guaranteed payment period of 13 years • Assumptions: • power plant has to be „accredited“ as „green power plant“ by provincial government • contract with the „green power balance group representative“ (GPBGR) • Regulatory authority (E-Control) in charge of monitoring the support scheme
Database for accredited green power generation plants • Input data from province governments („notices“) • Contains • capacity of the plant • energy source • Operated by E-Control • Does not display total installed capacity! • Allows anticipation of trends • Total capacity per energy source is published regularly online
Database of the GPBGR • GBPR is obliged to buy RES-E and to pay the tariffs • GBPR signs contracts with RES-E producers • receives metering data from grid operaters (¼-hour values) • monitores „real“ capacity of the plants • manages and monitores financial flows including balance power • operates a database containing detailed information • installed capacity • fed-in electricity • paid tariffs • reports data to E-Control
