Terminology and Amendment Overview • In this amendment, the Maryland Aviation Administration (MAA) proposes to: • Amend down Application 2 (94-02-C-01-BWI) by $51,466,477 (-18.1%) to reflect MAA early defeasance of the Series 1994 bonds, which minimized interest costs • Amend up Application 3 (95-03-U-00-BWI) by $674,840 (+29.8%) • PFC costs of the Terminal Roadway Improvement and Expansion of BWI Fire/Rescue Facility projects increased by more than 25% • When PFC project costs increase by more than 25%, Federal Aviation Administration regulations require an opportunity for public comment • MAA’s amended PFC application is summarized as follows: • PFC Level: $4.50 per eligible enplaned passenger • Estimated charge expiration date for Application 6 after amendments: December 31, 2015
Projects with Opportunity for Public Comment TERMINAL ROADWAY IMPROVEMENTS Project description: This project consisted of the design and construction of improvements to the terminal access roadways at the Airport including the widening of Elm Road, reconstruction of the existing terminal mall loop roadway, and the widening of the lower-level outer roadway. Reason for amendment: This project is being amended to account for final capital costs, which increased principally due to unanticipated utility relocation expenses and updated requirements for manholes and ductbanks. EXPANSION OF BWI FIRE/RESCUE FACILITY Project description: This project consisted of the design and construction of a new Aircraft Fire/Rescue facility at the Airport. Reason for amendment: This project is being amended to account for final capital costs. The final project incorporated communication systems enhancements to interface with other MAA systems. Additionally, project costs increased due to unanticipated expenses for utility relocations.
