Discuss with your client. Study Maslow's hierarchy of needs. For portrait where you want to depict Power, Wealth, Self Realization or social change the person has brought then full length portraits will do. For portraits which makes emotional appeals (e.g : Your grandmother) the focus is on capturing emotions so quarter or half size will do.
You need to plan it well. Capture most staggering things you noticed in the object. Add adjectives to it. Make a list. "straight" Nose, "broad" Shoulders etc. Now decide start points and end points of every part in the body structure. Lips, eyes, shoulders, etc. should have right start and end points.
Why most cat portraits show full face of the Cat? Why does most portraits of the kings or the wealthy people show full lengths. It is because o f personality highlighters each objects has. Cats=Eyes. Wealthy man/king=Complete stature/how he was or is?
What Mona Lisa is most famous for? The Smile. The expressions make a world of difference. Not all portraits of Napoleon show same expressions. It is painter's understanding about that person and the expression which has appealed to her/him the most. The portrait is just an extension of what emotions/expressions the painter is mostly attracted towards in the personality of the object.
