PS Criteria • magnitude, relevance, urgency, expected impact • answerability • applicability, deliverability, affordability, sustainability • maximum potential to reduce BOD equitably • originality • research capacity and feasibility • policy relevance
PS Checklist • context: which factors underpin the process? • approach: comprehensive? appropriate? • inclusivity: suffificient representation? • information: is it inclusive? accessible? • planning: how will priorities be enforced? • criteria: how will they be determined? • methods: how to decide among priorities? • evaluation: of the process and the priorities • transparency: disseminating process variables etc
Combined Approach Matrix assess contribution of key health actors to control of problem assess role of all other actors related to the problem structures, institutions at national, international level that may increase/decrease the burden of disease review of evidence relevant to interventions targeting problem Measure the magnitude (e.g. using summary measures like DALY) Analyse factors responsible for problem’s persistence Assess present knowledge base to evaluate applicability of solutions Assess against other possible, available interventions Calculate present level of research investment on the problem public health dimensions institutional dimensions

Child Health and Nutrition Research Initiative (CHNRI) Research Options experts create list of priority options from health policy and systems research; research on existing interventions; research on new interventions. Technical experts define context, definitions, process parameters (by email). Scoring Options experts score each option against 5 established criteria of answerability; efficacy and effectiveness; deliverability and affordability; potential for disease burden reduction; equity. PBMA “value” of each priority option balanced by proposed cost; this list disseminated to the public for review, appeal, finalization; experts advocate for option implementation. Stakeholder consultation LRG determines weights for criteria, ranking them from 1-5. Weights applied to options into final ranked priority list.
The Council on Health Research for Development (COHRED) Set the scene determine focus and scope: PS to address diseases, health system, etc; timeframe; level. Ethical standards defined. Engage partners. Situation analysis Choose PS Method map available data on research governance, management; profile current production, capacity and use of research; assess performance of health research sector; identify PS stakeholders use PS methods best suited to context. Consider using multiple methods. Adapt methods to context. Implement priorities Management determine strategies to smooth integrated priorities into national agenda; monitor and evaluate; detemine time to review priorities develop a management framework to specify: methods; expected outputs; responsibilities; timelines, M&E etc. PS Exercise implement management framework; monitor process; evaluate outputs and outcomes; publicize; allow appeals; revise.
