  5. In our teachers… In our programs… In our children… Change has brought us growth 5

  6. So why do we STILL have to think about change? High above the hushed crowd, Rex tried to remain focused. Still, he couldn’t shake one nagging thought: He was an old dog and this was a new trick. 6

  7. As the candidates would say.. “Look, we’ve already seen change and we are much better off because it” 7

  8. “Children don’t really learn until they can talk” “Just put your child wherever is cheapest and fastest for you” “Day care isn’t ‘education,’ that’s just babysitting” “DO NOT talk about quality, and definitely don’t talk about advocacy!” 8

  10. Three new funding streams for early education Nine OCDEL programs serving nearly 300,000 young children and families Two new quality early education initiatives – Keystone STARS and PA Pre-K Counts – are serving nearly 200,000 children! 10

  14. Of the 728,000 children birth- age five in PA, approximately 36% live in low-income (200% FPL) families Of children ages 3-4, nearly 70% live in families earning 300% FPL or less 14
