Regulatory Infrastructure In Nigeria Technical Meeting on Safety in Industrial Radiography Olatunji O. OKOYA Chief Regulatory Officer Nigerian Nuclear Regulatory Authority
Objective • Showcase the National Infrastructure in place for safety in industrial radiography practice.
Content • Introduction • Legal Framework • Regulatory Control Programme • Specific Safety and Security Issues • Conclusion
Introduction • All the radioactive sources are not manufactured in Nigeria but imported into the country • The petroleum industry is the largest importer and user of radioactive sources in the country. • Industrial Radiography is one of the major practices using ionizing radiation in Nigeria • Practice in Existence before Regulatory Authority • Regulatory Authority established in 2001
Legal Framework • Nuclear Safety and Radiation Protection Act 19 of 1995 (The ACT). It comprises 49 sections which are divided into 9 parts. • Part I highlights the establishment of the Nigerian Nuclear Regulatory Authority (NNRA) and its Governing Board. • Part II enumerates the Functions as well as Powers of NNRA and its Governing Board. • Part IX, Section 47 grants NNRA the power to make regulations on matters involving Nuclear Safety and Radiation Protection.
Legal Framework • The Authority shall have power to – • categorize and license activities involving exposure to ionizing radiation, in particular, the possession, production, processing, manufacture, purchase, sale, import, export, handling, use, transformation, transfer, trading, assignment, transport, storage and disposal of any radioactive material, nuclear material, radioactive waste, prescribed substances and any apparatus emitting ionizing radiation
Regulatory Control Programme? • Nigerian Nuclear Regulatory Authority (NNRA) • Regulations and Guidance • Authorization • Oversight Functions • Emergency Preparedness • Ancillary Functions
Regulatory Control Programme • Ancillary • Training of RSOs • Operation of SSDL • Dosimetry
Regulatory Control Programme • Emergency Preparedness - Section 6(h) • Establish in co-operation with other competent national authorities, plans and procedures which shall be periodically tested and assessed for coping with any radiation emergency and abnormal occurrence involving nuclear materials and radiation sources: • NNREP concepts are compatible with the National Disaster Management Plan (NDMP) of the Nigeria Emergency Management Agency (NEMA) • According to NNREP, NNRA is the Lead Management Authority (LTA) for any radiological emergency • NEMA is the overall coordinating Authority
Regulations and Guidance • Nigerian Basic Ionizing Radiation Regulations 2003 • Nigerian Regulations for Radiation Safety in Radiotherapy Practice • Nigerian Regulations for Radiation Safety in Diagnostic and Interventional Radiology Practice • Nigerian Regulations for Radiation Safety in Nuclear Medicine Practice • Nigerian Regulations for Radiation Safety in Well Logging Practice • Nigerian Regulations for Radiation Safety in Industrial Radiography Practice • Nigerian Regulations for the Transportation of Radioactive Sources • Nigerian Regulations for Radioactive Waste Management, and • Nigerian Regulations for Safety and Security of Radioactive Sources
Oversight • Inspection: • Pre-authorization • Compliance • Preshipment • Investigative • Enforcement • Fines, revocation, suspension, prosecution
Authorization • License to Use Radioactive Sources • License to Transport Radioactive Sources • Registration of Premises Certificate • License to Import Radioactive Sources • License to Export Radioactive Sources (This License is Free of Charge).
Specific Safety and Security Issues • Import and Export control – Documentation • Import with name of COO of the Company • Premises and Use Authorizations are necessary for import • Import license sent to security organs • Designation of Ports of Entry and Exit for radioactive sources • Installation of Radiation Portal monitors at strategic locations in the country • Scrap Metal Control • Mandatory employment of the services of Police Anti-Bomb Squad to escort radioactive sources during transportation within the country. • Existence of a no transportation of radioactive sources by road at night (No transportation beyond 6pm – 6am)
Specific Safety and Security Issues • 2-man key arrangement • Measures of Accountability • Authorization of all sites • Authorization of all service providers • Collateral Responsibility Arrangement • Regular Training of frontline Officers • Nuclear Security Committee
Conclusion • We have infrastructure consistent with international standards • Need to gain more understanding of the practice in other to strengthen our regime • Many manufacturers • Technical Services - device checks
