CBO Authority / DCBO The Energy Commission is the Chief Building Official (CBO) and has the responsibility of enforcing the California Building Code. • Authority to delegate to either a local building official or an independent third party. The Delegate CBO represents the Energy Commission: • Engineering plan review and on-site inspections. • Staff retains CBO authority: • Interpretation and enforcement of state and local codes.

  4. DCBO Pre-Bid Conference • The Stanton Energy Reliability Center (SERC) will be a nominal 98-MW natural gas-fired EGT plant consisting of two GE LM6000 PC natural gas-fired combustion turbine generators and related facilities, with integrated batteries for hybrid operation and clutch gear for synchronous condenser operation. • Project elements include the generation equipment, battery array, and connections to natural gas, municipal water supply, and the electrical grid.

  5. DCBO Pre-Bid ConferenceKey Items Tobe Aware Of • Zero Sum Contract • Winning firm will contract directly with Project Owner for payment after completing negotiations with the Energy Commission. • Rates will be negotiated through the Energy Commission Process. • Contract cap will be negotiated by the Energy Commission and will be based on information provided by the project owners and our needs. • Third Party Beneficiary Agreement (Attachment 10)
