1) Background and justification • Inspired and influenced by the current situation of the workers in Sabah • Workers no protection in term of employment • Sabah Labour Ordinance was enacted in 1950 but never been revised compared to Employment Act 1955 (Malaysia ACT) has been revised twice in 1998 and 2000. • 1992, MTUC Sabah Division conducted a series of workshop and seminar with the aims to revise the ordinance. • No result to-date

As Secretary for MTUC Sabah, have the opportunity and privilege of influencing and lobbying other union leaders, other NGOs and the local media. 2. TARGET GROUPS • 44 leaders (President and General Secretary) of the 22 unions affiliated to MTUC Sabah • 2 NGOs - 2 leaders from Consumer Association (CASH) - 2 leaders from Sabah Women Action Association (SAWO) • State Government of Sabah (Chief Minister Department)
3. Development Objectives • Strengthening the knowledge, understanding and create awareness on the Social Protection and Security based on the SLO in comparison with the EA. • To enhance participation and involvement in the process of revising the SLO. • The development of the new drafted SLO.
4. IMMEDITATE OBJECTIVES a)At the end of this work plan, MTUC Sabah will be able to : • Establish bipatism system between MTUC Sabah and the State Government • Enhance industrial relation b) At the end of this work plan, 44 union leaders will be able : • Explain and make comparison the contents of the SLO and EA • To addressed the urgency to revise the SLO • To explain to their own members and other workers in Sabah by highlighting the weakness of the SLO • To gain support for faster adoption of the revise SLO
C) At the end of the work plan, the 2 NGOs will be able to :- • Explain to their own members and other workers in Sabah the contents of the SLO and highlight the weakness • to influence them and gain support for faster adoption of the revised SLO. 5. Indicators of Achievement • 44 trade union leaders and 4 leaders from the NGOs attended the two workshop. • Impromptu interviews with the 44 union leaders. • Number of training programs conducted by this 44 union leaders in Sabah • The 44 union leaders able to produce written documents, journal or newsletter • NGOs conducting their own activities to promotesSLO
Sabah Government gazette the SLO • Written agreement on the establishment of the bipatism system • Regular meeting between the Government, MTUC Sabah and NGOs. 6. Key outputs • 44 union leaders and 4 leaders from the NGOs attended the 2 workshop, have the capacity to explain to their own members and other workers in Sabah the contents of the SLO. • Revised SLO • Permanent establishment of the bipatism system • Round table discussion with trade union, NGOs and Government will be transformed to the permanent discussion body.
7. Activities • Conduct preliminary meeting with the 22 affiliates and make presentation of the work plan, obtain approval of the budgets. • Meet and conduct meeting with the MTUC Sabah to review and analyse the proposed drafted law. • Planning and development of materials for the workshops. • Conduct 2 session of workshop. Each workshop will run for 3 days. • Establishment of the Task Force Committee which is responsible for drafting the SLO • MTUS Sabah to oversee and conduct meeting with the Task Force Committee every two months until the completion of actual propose draft law. • Submission to the State of Government • Round table discussion with the Union, NGOs and Government • Lobbying and addressing with the Government for faster revision of the law.
Conducting public campaign to gain public support :- - Signature campaign - Rally and gathering 8. Inputs 1) for conducting 2 session of workshop • 4 resource person ( MTUC KL, MTUC Sabah, Labour Department and Lecturer from UMS) • Training Hall • Adequate stationery • Additional handout material obtained from ILO training center • Copy of SLO and EC (Existing materials) • 2 persons to co-ordinate the workshop
2) For Public Campaign (Rally, gathering and signature campaign) • Leaflets • Phamplets • Banners • Temporary Boots corner to distribute leaflets and phamplets to publics • All 20 union leaders to lead the signature campaign • Media such as the local newspaper, radio and television • Labour day use for rally and gathering for public and union members 3) For various meeting and drafting the law • MTUC Sabah meeting hall (existing facility) • Refreshment • Computer (Existing facility) • Adequate stationery • Task force committee and the project co-ordinator
9. MONITORING, REPORTING AND EVALUATION • Monitoring MTUC Sabah Division will monitor the project activities, project co- ordinator will take advise from the Task Force committee • Reporting Project co-ordinator will conduct the project activities. He is directed to report to the MTUC Sabah Division monthly on the progress of the activities • Evaluation Evaluation will be carried out quarterly, with regular review of Task Force Committee and final evaluation after the end of the project.
