Mission Statement The Orange County Underage Drinking Task Force will clearly define the magnitude of underage drinking and high-risk drinking in the community, educate and engage the community stakeholders (e.g. parents, retailers, educators) and provide viable solutions that will reduce and prevent harms related to underage drinking. Alcohol Prevention & Education Focus Areas Secondary Education Higher Education Parents Recommendation: Increase middle & high school students’ exposure to health-affirming print & electronic media College campus messages will focus on “I Drink Less Than You Think.” Community messages focusing on positive contributions of students Parent Education (Web-based print and electronic media) Funding Requested: $75,000 In-Kind Funding: $25,000 Orange County Underage Drinking Task Force Report

Recommendations Recommendation: Hire three Alcohol, Tobacco, and Other Drug (ATOD) Prevention Specialists to coordinate and implement ATOD prevention and early intervention programs (selected 4-9th grades) ATOD Prevention Specialists provide direct support and/or counseling for high risk students and their families (grades 6 through 9) ATOD Prevention Specialists provide ATOD prevention parenting programs for parents of middle and high school students Create and distribute alcohol & drug prevention Newspaper in Education Federal Grant Funding: $1.2M Orange County Public Schools Safe School/Health Students Grant Orange County Underage Drinking Task Force Report

Enforcement Focus Areas Vendor Compliance Checks House Parties Responsible Vendor Training Local Ordinances Recommendations: Increase number of coordinated, multi-agency, vendorcompliance check details Develop local ordinances related to “breach of peace” violations and repeated underage alcohol sales and service Conduct compliance checks to ensure operators of “party buses” comply with state and local laws Draft proposed county ordinance that limits hours of operation for vendors who repeatedly are in violation of selling alcohol to underage Funding Requested: $25,000 Orange County Underage Drinking Task Force Report

Central Florida Drug Threats • Cocaine (powered and crack) – greatest drug threat in Florida • Heroin – high rate of overdoses in 1999; consumption declining • Methamphetamine –reduction in clan labs due to state law restricting precursors • Marijuana – hydroponic “indoor grow” increased • Prescription Drugs – used in combination with other drugs • MDMA (Ecstasy) – club drug prevalent among teens and young adults
