Al-Qaida Magazine “Resurgence” Calls for Terrorist Attacks on Oil Tankers The article's author, al-Qaida spokesman Adam YahiyeGadahn, a US national from California, says mujahideen should aim to "paralyse international trade for the enemy states or at the very east increase its costs, by targeting their cargo ships and merchant marines". "Any of their ships are legitimate targets," the article reads. Gadahn also urges jihadists to sabotage Western-run oil wells and mines in Muslim countries and "destroying pipelines before oil reaches the coast." The Threat Beyond Piracy

  4. Maritime Risks – The Short List: Shipping Companies used to plan for Oil Spills, Fires and Groundings. Now its all above plus Terrorism, Piracy, Armed Robbery and other hostilities. Piracy and armed robbery is growing in West Africa and SE Asia. This region continues to be threatened by Piracy. Terrorism presents a global threat to shipping.. Choke points around the world are vulnerable; Hormuz, Suez, Panama, Turkish Straits, Bab el Mandab , Danish Straits and others.

  5. Looking Forward Change is on the horizon: • What does the post 2016 environment look like? • Not yet clear whether a counter piracy mandate will continue to exist and if so has capability to be effective. BMP 4 – Was a step change: • HRA, IRTC and the presence of a International Naval Forces with a counter piracy mandate included in their tasking. Future: • Awareness, Surveillance, Reporting and Sharing. • Cannot be done alone.
