Introduction January 2006 Dear Partners, Friends and Constituents: On behalf of the Board of Directors and Staff of the Institute for Faith-based Leadership and Philanthropy (IFLP)), we are pleased to present our organization’s Corporate Portfolio and Strategic Plan 2006. This document is the result of a comprehensive effort that began in 2004 with extensive strategic planning and review. The process included an exhaustive organizational analysis of our present infrastructure along with a formulation of future plans and endeavors. The Corporate Portfolio provides an overview of our executive competencies and organizational capacities. In summary, the Strategic Plan for the upcoming year is to establish a stronger foundation of organizational ethics and accountability and to become more purpose-driven and visible as we serve the faith-based and community-based organizations of Maryland. Although the Strategic Plan will guide IFLP strategies over the next year, it is a working document that will be monitored and modified as organizational or environmental conditions may change. IFLP will soon be developing a multi-year plan for 2007-2010. We thank the Board of Directors and Staff for their hard work. We invite comments and suggestions in response to the Plan. Vision Philosophy Mission VISION STATEMENT The Institute for Faith-based Leadership and Philanthropy (IFLP) envisions a community a faith leaders who understand the urgency for socioeconomic empowerment from a community perspective. IFLP envisions faith leaders who are motivated, educated and equipped to provide quality outreach services that will make a visible impact in the lives of people in need. MISSION STATEMENT The Institute for Faith-based Leadership and Philanthropy is a 501(c)(3) organization providing organizational, program and resource development training that promotes and acknowledges nonprofit excellence within the faith-based community. PHILOSOPHY Outreaches and ministries within the faith-based community sector have proven to be tenacious, compassionate and genuinely concern about addressing the needs of local communities and residents in crisis. IFLP believes that strengthening the infrastructure, operations, resource development and managerial skills of those serving in these organizations is a means to increase program outcomes and organizational longevity. This, in turn, allows the faith community as an historic stakeholder, to become a more viable and impacting entity for social change, community preservation and individual empowerment. 4
Executive Team Theresa E. Smith-Mercer, CPE, MSPresident & CEORev. Mercer has 19 years of experience in program and community development working with faith-based, grass roots and professional organizations throughout the country. She was the project specialist for the Maryland Faith Partnership Initiative for the Cabinet Council on Criminal and Juvenile Justice through the Governor’s Office of Crime Control and Prevention. As such, Rev. Mercer partnered with faith-based organizations and state agencies to facilitate training and technical assistance to over 500 community leaders throughout Maryland. She has worked with other professionals to design conference agendas and curricula that address the nuances of the faith-based, nonprofit community. Prior to the Governor’s Office assignment, Rev. Mercer was the visiting fellow to the U.S. Department of Justice, Community Oriented Policing Services (COPS Office) in Washington D.C. There she developed and managed the national Value-Based Initiative. Rev. Mercer served as the Director of Chaplaincy for the Baltimore City Police Department, the Maryland Police Corps and the Liberty Medical Center for Baltimore.Rev. Mercer has a Masters in Counseling from the Family Bible College & Seminary and a certification in Clinical Pastoral Education from Sheppard Pratt Hospital. Janet Rene Adams, CFRE Chief Operating Officer Janet has fourteen years of experience providing consultation services in the field of fund and program development for community, faith-based and government initiatives. Training and technical assistance in nonprofit management with expertise in foundation, corporate and government proposal writing, prospect research, capital campaign design and implementation, board and staff development, needs assessments and feasibility studies, and facilitation of strategic planning processes. Local and national conference speaker, trainer and researcher. Raised over $8,000,000 in private and public funds and resources. Certified Fund Raising Executive (CFRE International); Member of the Maryland Nonprofits’ Ethics Standards Committee; Graduate of the Family Bible Institute, College and Seminary with a Masters in Business Management; Member of the Association of Fundraising Professionals (AFP); Association of Professional Researchers for Advancement (APRA), and National Association for Female Executives. Career training from Indiana University and Goucher College. 4
Executive Team Theresa Harris, M. Ed.Vice-President of Curricula Development & TrainingTheresa Harris has over 18 years of experience in formal instruction and curricula development. She has worked with student populations and adult education programs in Baltimore City and Howard County, Maryland. Her expertise in is curriculum design for grass roots initiatives serving at-risk and special needs groups. As a professional teacher and a nonprofit management instructor, Theresa Harris has trained local and national service providers, particularly faith-based leaders, in the areas of program development, fundraising and services for special populations and is a Curricula Development Specialist. Theresa has a Bachelor’s in foreign language education (Spanish and French) from Morgan State University and a Masters in Counseling from Coppin State, graduating Summa Cum Laude. She has also completed an extensive training in nonprofit development and training from the Habakkuk School of Fund Development Rev. Brian E. Murray, Th. M.Director of Clergy RelationsRev. Murray has 12 years of experience, providing leadership training to churches and community organizations. He also brings 20 years of corporate training. As Sr. Healthcare Consultant for several major pharmaceutical companies, Rev. Murray received numerous awards. He developed a leadership model with faith-based and community organizations throughout the Mid Atlantic area. Currently, Rev. Murray serves as Associate Professor at the United Baptist College and Seminary of Maryland, where he teaches faith-based approaches to community problems. In addition, he has a Master’s degree in theology from St. Mary’s Seminary and University. 4

ORGANIZATIONAL DEVELOPMENT GOALS GOAL ONE The Institute for Faith-based Leadership and Philanthropy will continue to be an effective, efficient and responsive technical training and assistance non-profit organization for the state of Maryland. Strategies 1.1 To build the organizational capacity of IFLP. 1.1.1 Identify new staff to effectively meet program administration, financial, evaluation and resource development goals 1.1.2 Cultivate existing and seek new partnerships and collaborative endeavors to increase program outcomes 1.1.3 Evaluate and re-tool curricula for core competency training projects 1.2 To establish a ‘working board’ of professionals and community stakeholders committed to fulfilling the mission and vision of IFLP. 1.2.1 Provide ongoing board development opportunities for the existing Board of Directors 1.2.2 Prospect and recruit new members for the Board of Directors with a focus on board diversity 1.2.3 Establish, operate and evaluate standing committees for the Board of Directors 9
Goals for Fiscal Year 2006 Strategies (Goal One) 1.3 To establish quality partnerships and collaborations that support the mission and vision of IFLP. 1.3.1 Cultivate existing and seek new partnerships and collaborative endeavors to increase program outcomes 1.3.2 Develop a standard format for drafting and formalizing memorandums of understanding and partnership contracts GOAL TWO The Institute for Faith-based Leadership and Philanthropy will continue to be a financially sustained and publicly visible organization. Strategies 2.1 To develop new multi-faceted fundraising plan. 2.1.1 Develop and execute a comprehensive annual fund campaign 2.1.2 Research and cultivate prospects and acquire grant opportunities from government, private and public funding sectors 2.1.3 Assess the feasibility, profitability and implementation of special events such as golf tournaments and galas. 9
Goals for Fiscal Year 2006 Strategies (Goal Two) 2.3 To develop and monitor a comprehensive marketing plan that increases IFLP’s public visibility. 2.3.1 Assess present organizational visibility in Maryland 2.3.2 Outline a targeted marketing strategy that supports program and resource development 2.3.3 Design and disseminate marketing tools and materials which clearly define the mission, goals, and services of IFLP 2.4 To increase and diversify volunteer base. 2.4.1. Develop volunteer handbook 2.4.2 Develop volunteer recruitment, registration and orientation tools 2.4.3 Promote volunteer recruitment at faith-based and community-based organizations B. COMMUNITY DEVELOPMENT GOALS GOAL ONE The Institute for Faith-based Leadership and Philanthropy will promote excellence in nonprofit operations and management within the faith-based community. Strategies 1.1 To provide technical training that helps faith-based leaders and lay persons develop staff expertise and competencies. 1.1.1 Develop curricula for nonprofit topics such as board development, program development, evaluation, fundraising, needs assessments, and tax-exemption status
Goals for Fiscal Year 2006 Strategies (Goal One) 1.1.2 Coordinate periodic workshops and conferences presenting topical information. 1.1.3 Develop and distribute written literature and publications that supports the topical training curricula 1.2 To provide individualized and corporate educational and outreach opportunities that motivate and educate the faith community to strategically address socioeconomic needs within the community at large. 1.2.1 Develop an internal survey tool for assessing congregational needs and capacities of individual organizations 1.2.2 Formalize a protocol for developing individualizing training programs GOAL TWO The Institute for Faith-based Leadership and Philanthropy will coordinate philanthropic or grant maker initiatives established by and benefiting faith-based organizations Strategies 2.1 To act as a research-based intermediary, providing resources and funding opportunities that support faith-based organizations. 2.1.1 Hire research staff to compile funding and resource development information for the faith-based community at large 2.1.2 Develop a website for posting funding opportunities and other resource development links 2.1.3 Pursue funding opportunities that position IFLP as a potential fiduciary intermediary for multi-church, community program initiatives 11
