Governor Herbert’s May 31, 2012 Announcement What Does the Order Say? Directs drivers of state vehicles to turn off the vehicle’s engine whenever it is expected to be stopped for longer than 30 seconds. However, the Executive Order doesn’t apply: (a) when the vehicle is stopped in traffic, such as a red light; (b) when idling is necessary to promote the safety or well-being of vehicle occupants or others; (c) when idling is necessary to operate vehicle equipment, such as lift equipment for people with disabilities or warning lights on Utah Highway Patrol and Utah Department of Transportation vehicles; (d) when idling is necessary to inspect or service the vehicle; (e) when manufacturers recommend that an engine be permitted to idle for a certain period prior to shut down; (f) in emergency situations.

Which states initiated the MOU? We [Governor Fallin and Governor Hickenlooper] are writing to solicit and encourage your participation in a Memorandum of Understanding (MOU) that…attracts automobile manufacturers in the United States to develop functional and affordable natural gas fleet vehicles that will also meet public demand.
Why an MOU? The States recognize the benefits and unique attributes of clean burning natural gas and understand the significant opportunity compressed natural gas (CNG) presents to save State and taxpayer dollars by encouraging an energy future that utilizes domestic energy resources to fuel our nation’s transportation needs… …the States will endeavor to provide a demand base sufficient to support the design, manufacture, and sale of functional and affordable OEM NGVs by automotive manufacturers in the United States.
What is the next step? • The request for proposal (RFP) issued by the State of Oklahoma July 24, 2012 will close September 8, 2012 • Multiple award contacts are expected to be signed by dealers in every participating state available in October
What does this mean for Model Year 2013? • DFO will be asking leasing agencies to accept a CNG vehicle in classes where they are available from manufacturers • Classes include: • Compact sedans • Full-size cargo vans • ¾ Ton extended cab long bed trucks Ram 2500 Heavy Duty CNG
