Charter The purpose of the Packet Switching Best Practices Subcommittee is to provide recommendations for the FCC and to the telecommunications industry that, when implemented, will assure optimal reliability of public telecommunications networks. The duties of the Subcommittee will be to gather the data and information necessary to prepare studies, reports, and recommendations for assuring optimal packet switched network reliability within the parameters set forth in the NRIC V Charter. The Subcommittee will also monitor future developments to ensure that network reliability is not at risk. Building on the work of NRIC IV, as appropriate, the Subcommittee will continue to develop best practices recommendationsandrefine or modify, as appropriate,best practices recommendations. The Subcommittee will evaluate and report on the extent to which telecommunications common carriers and equipment suppliers are using best practices recommendations and applicable ANSI Committee T-1 standards, and identify ways to increase the use of best practices and relevant Committee T-1 standards by telecommunications service providers and equipment suppliers. The Subcommittee’s scope includes packet switching-based wireless network services.

Deliverables P • Network Reliability Best Practice Recommendations for Packet Switched Telecommunications Network Services • Refinement / Modification of Existing (Circuit Switching) Best Practices • New Best Practices • the Subcommittee will continue to enhance current list of Best Practices • from outages reported under voluntary trial (Subcommittees 2.A1/2A2, Data Reporting and Analysis) • from review of Best Practices by Focus Group 4, Network Interoperability • concise statement of characteristics of packet switching networks and services • draft formed at the IEEE Technical Committee on Communications Quality & Reliability (CQR) International Workshop (May 2001) • to be used as “checklist” to evaluate coverage • Special Reports from Monitoring Industry Developments or Specific Network Outages (e.g., Commercial Power Outage Concern) P P P P
Deliverables • Evaluation of the industry use of, and recommendations toincrease the useof, Best Practices • Commencing industry survey to evaluate and report on the the extent to which service providers and equipment suppliers are using Best Practices, and to identify ways to increase the use of Best Practices • Subcommittee selected BPI Telcodata from responses to RFP • NRIC V and BPI Telcodata agreement on nondisclosure, exclusivity • $35K approved by steering committee, being raised from Council • survey is designed to • be balanced in its coverage of industry • include, yet distinguish, circuit switching(2.A1) and packet switching(2.A2) networks • evaluate - industry use of Best Practices • - effectiveness of Best Practices • - cost of implementing Best Practices • - risk of not implementing Best Practices • Final Report to the Nationon Packet Switching Best Practices (Oct, 2001) • Enhancements to improve Best Practice access and ease of use (Dec, 2001) P P
Recommendations / Next Steps • The Subcommittee encourages Council member organizations, and other participating organizations, to support Best Practice Industry Survey by ensuring timely and accurate responses • The Subcommittee continues to highly recommend that Power Best Practices be deployed to address Commercial Power Outage concerns; current draft available at: www.nric.org
