Purpose • This briefing will address: • The likelihood of additional competitive sourcing by Department of Defense (AF) and other government agencies • Some of the functional areas which might be involved in A-76 studies • Sources of information for industry
Background • A-76 is the number two initiative on the FY04 President’s Management Agenda • OSD has placed increasing emphasis on competition of commercial activities with the private sector • Program Budget Decision (PBD) 729 mandated that Department of Defense (DoD) compete 226,404 authorizations before FY09 • Goal was divided among DoD components
Background (Cont’d) AF Goal: 51,501 • AFSPC Goal: 3,461 • Credits were approved for some previous competitions, privatization, military to civilian conversions, and other approved initiatives • Command is still short of the mandated goal and must identify additional candidates • Candidates identified may provide future business opportunities • No specific information at this time, but notices will be posted on FedBizOpps
AFSPC Competitive Sourcing AFSPC Target: 3,461 Credits: 2,545 Remaining: 916 Command Total • 61% of command manpower is • currently designated inherently governmental (IG) or exempt from competition • 23% BOS Contracts, 11% Mission Contracts, 1% MEOs completed • Remaining target must come from 61% IG or 3% reviewable As of 26 Sep 04
AFSPC Reviewable Functions • Functions to be competed: • Must be commercial in nature • Must not be military essential • Must not have wartime taskings • Competitions must be conducted in accordance with Office of Management and Budget (OMB) Circular A-76 • New circular issued in May 2003 drastically changed the way competitions are conducted • Mandates preliminary planning be conducted prior to A-76 study announcement • Identifies new competition officials • Increases post competition accountability for MEOs
AFSPC Reviewable Functions (Cont’d) • Two types of competition (no more direct conversions): • Standard • Streamlined • Shorter timelines for competitions • Standard Competition accomplished in 12 months (plus possible 6 month extension) • Streamlined Competition accomplished in 90 days (plus possible 45 day extension) • Examples of commercial activities include Communications, Transportation, Housing Maintenance, and Civil Engineering functions
