SL Division Task Force on the S072/S073 Industrial Service Contracts • Task Force Members : • E. Chiaveri • B. Denis • W. Kalbreier • H. Schmickler (Chairman)
SL Division Task Force on the S072/S073 Industrial Service Contracts • Mandate • Role and tasks of the people employed on the two contracts • Evaluation of the future work profile of these people • Identification of which result-oriented approach activities appear to be feasible • Identification of those activities presently executed by contract labour, which should be performed by CERN staff.
SL Division Task Force on the S072/S073 Industrial Service Contracts • The situation in SL in September 1999 • 84 people under service contracts S072/S073 with the FABRICOM/SERCO consortia • contract started in October 1997 for three years:possibility of extending by one year twice
SL Division Task Force on the S072/S073 Industrial Service Contracts • Time Schedule of the Task Force Work : • 2.9.99 Initiation Workshop (1 day) • Oct-Nov 99 Mandate of Task Force, interviews by individual group leaders • 6.12.99 First discussion of a proposal in the SL Division Group Leaders Meeting: approval of principal approach
SL Division Task Force on the S072/S073 Industrial Service Contracts • Time Schedule of the Task Force Work (continued) : • 12.1.2000 Presentation of the proposal to the consortia FABRICOM and SERCO • March 2000 Principal acceptance of proposal by the consortia • May 2000 End of Task Force with written report
SL Division Task Force on the S072/S073 Industrial Service Contracts • What do we want ? • legal contract situation • possibility of adding more highly qualified people to the new contracts • a situation with no dramatic sudden change • social security and respect of “acquired” rights
SL Division Task Force on the S072/S073 Industrial Service Contracts • Summary of our proposal : • Creation of two industrial support groups for the division. • The section structure and eventually additional substructures will facilitate the formulation of the R/O part of the contract • The contract will need a few additional high-level engineers/technicians/administrators
SL Division Task Force on the S072/S073 Industrial ServicContracts • Present situation : • The two consortia have been looking for a team leader for each contract (November 2000) • analysis of the Task Force proposal (four months) • Implementation of new structure ready by end 2001
Training • Succession planning • “Core Activities” • Training on new technologies
SL Technical Specification Committee • Divisional committee to oversee all Market Surveys and Technical Specifications for large contracts • The mandate for this committee is to assist engineers and technicians in charge of future contracts to have a uniform approach to these documents
