  4. Con Plan Grantees 2011 • All grantees are required to submit a Consolidated Plan • Grantees use to 20% of CDBG funds can be for administration and planning • As CDBG funds are reduced, support for these staff is also reduced

  5. Current Con Plan Limitations • Paper submission • Form used by most grantees is redundant and produces several “plans within a plan” • Data provided by HUD is insufficient and cumbersome • Limited Grantee capacity • A lot of grantees hire consultants to prepare their plans • We estimate that only one third of grantees have mapping capacity • Grantee governments face structural deficits, layoffs and furloughs

  6. Current Con Plan Limitations:According to Survey of COSCDA Members • Performance Indicators need to be included in the PER • The CPMP tool was never developed for states • A seamless planning, data input and reporting process is needed

  7. Applying What We’ve Learned • From NSP • Data, mapping technology, TA and guidance all help grantees create programs that meet community needs HUD’s work • Practical grantee support • Useful data • Better technology • Helpful technical assistance

Planning:New Template, Data & Tool for Planning • Electronic submission template • Incorporate Template for Con Plan and Annual Action Plan into IDIS • Connect Con Plan Goals to activities and outcomes • Pre-populate tables with data from CPD Maps Database • Enhanced planning data • Data that speaks to all uses of grant funds • Example: Economic development data • Data mapping tool • Make data easy to understand and manage • Support needs assessment

Template:Simplify and standardize information provided by grantees • Collect information more efficiently: • Supplement narrative sections with tables to summarize visually • Standard format • Integrate input from planning data and GIS tool • Data from database automatically populate tables in Con Plan • Allow grantees to import tables and maps created in GIS tool

CPD Maps – What’s next? • More data: • CHAS data available at census tract level • Continuum of Care planning data • Public Housing data • Data describing key community development needs • More maps: • Non-entitlement units of general local government • More data (ACS and CHAS) displayed at census-tract level

  13. CPD Maps – What’s next? • Enhanced function: • Queries based on multiple variables • Ex. identify Low-income census tracts with median rents greater than FMR • Export maps and data tables • Integrate into IDIS Online • Upload maps and reports from CPD Maps to Con Plans in IDIS
