  2. Background • Joint Council Working Group was formed in May 2005 • Chair: Brian Scanlon of Wegman’s Food Markets, Inc. • Co-Chair: Don Kautter of FDA

Objectives and Deliverables • Review and comment on I-NIPP • Review and comment on Draft FDA SSP and Draft USDA SSP • Develop general NIPP / SSP deployment timeline • Develop SSP guidance and template for the states to format their own plans • Recommend, if appropriate, a critical infrastructure and key resource identification and vulnerability assessment working group(s) composition and work charge(s)

Approach • June 2005 - Kickoff meeting/call • Bi-weekly conference calls • Obtain review and comment on the NIPP and SSPs by the appropriate people in industry and the federal, state, local, and tribal governments by: • Distributing the I-NIPP, SSPs, and questions to appropriate stakeholders • Consolidating comments received and provide back to FASCC and GCC

Timeline • The Working Group will submit consolidated comments on the I-NIPP to FASCC by July 26, 2005. • The FASCC would send its official response to the GCC by August 19, 2005. • The Working Group will supply its initial comments on the SSPs TENTATIVELY by October 1, 2005. The Joint SCC-GCC will make revisions to this if needed based on final NIPP content and timing of final NIPP release.

Food and Agriculture SSP Proposed Deployment Timeline • 2005 • 11/15 NIPP Senior Leadership Council reviews updated SSPs. • 11/30 NIPP Senior Leadership Council comments due to GCC • 11/30Goal: Share Template and federal SSPs with states – Try to match distribution of guidance material with the budget cycle and DHS/ODP* award cycle. (120 days for States to prepare interim SSP for Food and Agriculture.) • *GCC to share asset guidance with DHS/ODP after the Nov 15 NIPP Senior Leadership approval – include in DHS/ODP ‘06 guidance. • 2006 • 3/30Goal: State food/agriculture Interim SSPs to GCC Leadership and NIPP Senior Leadership Council (45 days to review) • 3/30-12/07 States and industry to continue development, deployment and refinement of state SSPs and industry asset protection plans.

  7. Food and Agriculture SSP Proposed Deployment Timeline • 2006 • 7/15 State Asset List from State SSP due to DHS/ODP. • ODP to share a copy of the asset lists with the SSAs. • Late 2007 Goals: • States provide robust SSPs to DHS. • Vulnerability Assessments conducted on identified sector critical infrastructure assets. • Protective plans and mitigation strategies developed and deployed by industry (for identified sector critical infrastructure assets on state lists). • R&D requirements identified by industry and states. (Reported to GCC and FASCC, who prioritizes requirements and communicates them to DHS/IAIP for tasking to DHS/S&T.) DHS/S&T tasks to the Centers of Excellence (next cycle mid 2007).
