FY 15 Achievements- Documents • Provided contractor comments and inputs to numerous DOE safety documents such as: • DOE STD 1189, 3011, 3020, 1120, 1104, TSR Guide, USQ Guide, Accident Analysis Handbook, DOE toolbox software • 10CFR835 Appx D, DOE O 458.1, and ANSI N13.12 • NFPA 70E, National Electric Code • DOE HDBK 1139, Chemical Management • Occupational Safety Tactical Plan • DOE NTC SAF 115DE, ANSI Z136; Laser Safety • ISO 14001, DOE O 458.1; Environmental Management • DOE/RW 0333P • Suspect/Counterfeit Item Handbook • Provided and consolidated contractor comments to IAEA TECDOC01169

FY 15 Achievements – Miscellaneous • Conducted a Safety Culture Monitoring Workshop in DC • Issued EFCOG Guide to Safety Culture Evaluation • Supported contractor SME new and continuing qualifications • Maintained contractor Subject Matter Expert (SME) lists for numerous safety functions • Increased access to NQA-1 suppliers with updated supplier database information • Improved data base tools for common supplier audits • Completed white paper report Evaluation of ANSI Z136.1-2014 and comparison with Z136.1-2007 and Z136.8-2012 (Laser Safety) • Conducted an Electrical Safety Workshop at LLNL • Developed electrical safety package for use within DOE Complex

FY 15 Achievements – Best Practices • Compensatory Arc Flash Controls (10/2014) • Best Practices in Performing DSA Legacy Reviews (11/2014) • Adoption of NFPA 70 2014 in place of NFPA 70 2011 (11/2014) • Adoption of NFPA 70 2011 in place of NFPA 70 2008 (03/2015) • Guidance on the application of fall protection clearance distance when using leading edge SRL (9/2015) • Radio frequency identification (RFID) tagging for conducting chemical inventory (9/2015) • Gap analysis between national electric code 2012 and 2015 with guidance to DOE community for inclusion in their programs (9/2015) • Safety Culture Monitoring Process/Panel (9/2015)

  7. 2016 Annual Work Plan – EFCOG Documents • Guidance document to assist Enforcement Coordinators and Office of Enforcement staff to reach a common understanding regarding subcontractor oversight • Convert RFID best practices white paper to technical guidance document • Position paper on recommended strategies for addressing climate change impact in the DOE community • Guidance document to facilitate reporting of potential programmatic and repetitive NTS issues • Checklist identifying the attributes of a good quality NTS Report • White paper on best practices to ensure excellence in communication between Occupational Medicine SOMD/Providers and Industrial Hygiene Program/Field personnel

  9. 2016 Annual Work Plan – Assessments • Benchmark 10CFR 707 implementation (substance abuse) • Impact analysis (10CFR 1046, Occupational Med Board Certification requirement) • Benchmark key controls requirements in ANSI Z136 • Benchmark heat stress hazard control and provide best practice recommendations • Benchmark heavy lifting limit best practices • Gap analysis of new EO sustainability goals using a portfolio approach at one site to be used as an example/methodology template for use at other sites • Gap analysis between DOE/RW-0333P (revision 20) and ASME NQA-1-2008 • Two Work Planning and Control assist visits

  10. 2016 Annual Work Plan –Miscellaneous • Continue to monitor DOE-HQ SCIP activities and leadership for contractor safety culture activities • Plan to develop a standard method to perform surveys for commercial suppliers • Modify MASL database: • Allow access to Office of Science personnel • Transfer JSEP information into the MASL database • Schedule, integrate, perform, and enter supplier information into database • Support complex supplier questions • Update existing CGD training in conjunction with the new DOE CGD Handbook to provide consistent application of NQA-1 2008/2009a • Update the ORPS database training • Provide Enforcement Coordinator contractor awareness briefing

  11. 2016 Annual Work Plan –Miscellaneous • Update DOE-NTC SAF-115DE web-based laser safety course for all laser users • Review and rank NNSA and DOE-AU 2016 nuclear safety R&D projects to provide this input on schedules that meet NNSA and DOE-AU’s goals • Align requirements in 10 CFR 835 App. D and DOE O 458.1 with those of ANSI N13.12 • Achieve AHJ reciprocity for DOE equipment • Develop materials for “May National Electrical Safety Month” and distribute to the entire complex for use • Listing and description of data elements for exposure assessment that should be documented in formal records and communicated to workers and management Guidance on the application of physical agent TLVs (i.e. ergonomic, heat stress,...)

  12. 2016 Annual Work Plan – Best Practices • “Controlled Work Area” as this relates to electrical safety boundaries (complete) • Recurring Event or Condition Worksheet (ORPS) (complete) • “Zero Energy Verifications” as this relates to lockout/tag-out • “Physical Separation” as this related to lockout/tag-out • “Risk Assessment Process for Electrical Safety” • “DC Arc Flash Calculations” as this relates to the Ammerman method used in an excel spreadsheet • RFID chemical inventory barcoding in DOE facilities • DOE-NTC Laser Safety Course(2015) and ANSI Z136 laser safety standard evaluation performed in 2015

Issues • Definition, development and delivery of “training” • Some “EFCOG training” is more like briefings, orientation, or professional development • EFCOG and DOE documents • EFCOG produces documents for use by EFCOG members • EFCOG can provide collective input from various members to DOE documents in the comment and review phase • Subgroup and task group chairs continue to work with EFCOG resources to update the Website
