Draft Noise Compatibility Program FAR Part 150 Overview The RHV Part 150 consists of two volumes: • The Noise Exposure Map (NEM) • Describes the airport layout and operation, aircraft-related noise exposure, land uses in the airport environs, and the resulting incompatibilities • The NEM was submitted to the FAA for approval on July 12, 2002 • The Noise Compatibility Program (NCP) • List of actions to be undertaken to minimize noise/land use incompatibilities
Draft Noise Compatibility Program Existing Measures • Existing Aircraft Noise Abatement Measures • RHV Noise Abatement and Traffic Pattern Pilot Handout • Helicopter Operations at RHV Letter of Agreement • Existing Compatible Land Use Measures • Most of the land in the vicinity of RHV is already developed • The Santa Clara County Airport Land Use Commission has no control over existing incompatible land uses
Draft Noise Compatibility Program Development of the NCP Reviewed over 50 potential measures: • Suggested by the community, pilots, airport staff, and consulting team • Emphasis on reducing people exposed to 65 dB CNEL • people in areas below 65 dB CNEL benefit as well • Screened against Part 150 requirements
Draft Noise Compatibility Program Development of the NCP FAR Part 150 requirements for the NCP: • Reduces existing non-compatible uses and prevents or reduces the establishment of additional non-compatible uses • Does not impose an undue burden on interstate and foreign commerce • Provides for revision of the program • Is not unjustly discriminatory
Draft Noise Compatibility Program Development of the NCP FAR Part 150 requirements for the NCP (cont.): • Does not degrade safety or adversely affect the safe and efficient use of airspace • To the extent practicable, meets both local needs and needs of the national air transportation system, considering tradeoffs between economic benefits derived from the airport and the noise impact • Can be implemented in a manner consistent with all the powers and duties of the Administrator of FAA
Draft Noise Compatibility Program Development of the NCP Of the over 50 measures, carried forward 33 measures for submission to FAA: • 13 Noise abatement procedures • 9 Land use measures • 11 Administrative measures
Draft Noise Compatibility Program Proposed Elements of the NCP Noise Abatement Measures: • Set preferential runway use – arrivals on Runway 31L and departures on Runway 31R • Encourage use of minimum power settings on departure • Encourage standard glide scope arrival procedures to minimize power on arrival

Noise Abatement Measures (cont.): • Revise flight track for aircraft departing Runway 31R • Voluntary limitation on aircraft departures to specified times • (7 am to 10 pm) • Voluntary limitation on aircraft Touch-and-Go operations to specified days and times • Mon. – Fri. (9 am to 7 pm) • Sat. (10 am to 5 pm) • Sun. (12 pm to 5 pm)

Draft Noise Compatibility ProgramProposed Elements of the NCP (cont.) • Overall Benefits of the Proposed Noise Compatibility Program: • 38% reduction in affected population within the 2007 60-dB Noise Contours • Library now lies outside of 65 dB CNEL contour • Schools now lie outside of 60 dB CNEL contour

Land Use Measures: • Fair Disclosure Policy: enhance ability to make informed decision (AB 2776) • Guaranteed Purchase: provide opportunities for relocation • 65 dB CNEL SF (7), Mobile Homes (15) • 60 dB CNEL Mobile Homes (64) • General Planning: provide policy guidance for the City of San Jose 2020 General Plan to incorporate recommendations

Land Use Measures (cont.): • Soundproofing Existing Development: • within the 2002 CNEL 65 dB and greater contours • 7 dwellings • within the 2002 CNEL 60-65 dB contour interval • 529 dwellings • upon completion of noise insulation for residences in 65 dB and greater contours • contingent upon the availability of federal funds

Land Use Measures (cont.): • Sound Buffers/Barriers: provide noise level reduction for residential areas adjacent to RHV • Planning Commission Review: provide policy guidance for proposed development within the 2002 CNEL 60 dB and greater contours • Airport Noise Impact Boundary: monitor new land use proposals and ensure the CLUP is enforced • Public Land Development Criteria: provide policy guidance for development of public uses

Continuing Program Measures: • Encourage pilots to “Fly Friendly” • Encourage flight training schools to train pilots to “Fly Friendly” • Continually publicize RHV complaint hotline • Install noise monitors in the RHV environs • Install a radar collection system to match aircraft noise events to radar tracks The County is currently pursuing the acquisition of a noise and flight track system

Continuing Program Measures (cont.): • Establish an airport/airport user/community noise committee to discuss issues on a quarterly basis • Designate a person at RHV to respond to noise complaints and investigate noise exceedances • Update and distribute the pilot handout with FAA approved noise abatement measures

Continuing Program Measures (cont.): • Revise the noise abatement signs to reflect the FAA approved noise abatement measures • Maintain information about RHV’s noise abatement program on the County’s website • Update the RHV Part 150 NEM and NCP within five years of FAA approval
