CONTENTS • background • information required • information received • analysis including gaps and duplication • way forward
BENEFITS OF A STRATEGY • Ensure alignment and cohesion • Allows co-ownership of sector • Apply pressure to those not contributing • All aligned to the same picture (needs/challenge) • Overseeing progress • Mobilisation of resources • Common perception of roles • Effective use of public funds • Promote lessons learnt
CONTENTS OF A STRATEGY • Must not be prescriptive • Strategic framework rather than a strategy • Built from strategies of sector stakeholders (‘bottom up’ approach) • Other strategies (which are co-ordinated) • Some other strategies are not sector specific
PROCESS TO DEVELOP • Collect existing strategies • compare goals, purposes, result areas • identify areas which need co-ordinating and gaps • suggest refocus to achieve better alignment

Water islife, sanitation is dignity All people living in South Africa have access to adequate, safe and affordable water and sanitation services, practise safe sanitation and use water wisely. Water supply and sanitation services are sustainable and are provided by effective and efficient institutions that are accountable and responsive to those whom they serve. Water is used wisely, sustainable and efficiently in order to promote economic growth and reduce poverty Draft White Paper on Water Services
VISIONS RECEIVED • DWAF Strategic plan 2003 - 6 • Sanitation support strategy for the DWAF • WRc core strategy • SAAWU mission/purpose • SALGA; SALGA Masibambane WS objectives • Masibambane civil society strategy document • MAAP Limpopo; Eastern Cape; KwaZulu Natal • NCWSTI - CBT&E programmes • DPLG mission and vision • National Treasury vision, mission and objectives
OBSERVATIONS • A number of the visions go beyond the water services sector - DWAF strategic plan, WRc, NCWSTI • Most of the vision statements are incorporated explicitly or implicitly within the draft White Paper vision • The draft White Paper vision does not include reference to the African Renaissance or Civil Society
STRATEGIES RECEIVED (1) • Draft White Paper on Water Services • DWAF Water Services Strategy 2003 - 6 • National water resource strategy (WRM strategies) • National water resource strategy (complementary strategies) • Sanitation support strategy for the DWAF • LG&WS SETA • WRc core strategy • WRc Water use and waste management business plan
STRATEGIES RECEIVED (2) • SAAWU • SALGA: Strategic objectives & 2002-5 priorities as relevant to water services • SALGA Masibambane Key Outputs and Milestones • Masibambane civil society strategy • MAAP Limpopo; Eastern Cape; KwaZulu Natal • NCWSTI CBT&E programme • DPLG consolidated strategic plan 2001-4 • National Treasury strategic plan 2002 - 2005 • DBSA – strategic goals with respect to water services
OBSERVATIONS • all MTSO covered except combating crime and corruption (GAP?) • Little on African Renaissance (GAP?) • Many strategies contribute to each MTSO (DUPLICATION?) • Some objectives do not fit easily under the MTSOs • Should we define WS Sector specific KFAs as linked to MTSOs?
WAY FORWARD • TO BE AGREED AFTER GROUP SESSIONS
