The Case for Change We invite 70 suppliers and get no bids. We go through 15 rights of first refusal before issuing a contract. We impose 7 sets of rules to the same supplier. We can require up to 3 months to define a routine requirement. We draft hundreds of nearly-identical documents with no automation.

Harmonized Training • Modular training targeted to specific user groups • (Procurement Experts, Non-Procurement Purchasers, Technical Authorities) • Initial modules have been delivered as a Pilot (in English) • Online training will be available on DNDLearn and on a PWGSC Learning Management Systems in both Official Languages • Training is being developed in conjunction with PWGSC Subject Matter Experts, PWGSC Acquisitions Training Group, TBS, DND, PHAC & HC 10

Single Governance • Create Advisory Committee(s) made up of Clients and Industry • Need to determine: • Membership requirements • Regional input • Number of Committees • Frequency of meetings 17
