  2. Background • Significant number of Communication/SBCC strategies exist in Bangladesh • Developed by GOs, NGOs, development partners • Opportunity to cross-leverage activities for implementation • Across strategies and corresponding Operational Plans (OPs) • Across multiple partners Slide # 02

  3. Goal • Identify strengths of each strategy and OPs • Identify synergies and gaps in strategies and OPs • Recommend opportunities to leverage activities in strategies and OPs Slide # 03

Process • Sub-group of members of Bangladesh Communication Working Group established • Members of sub-group • GO – DGFP (IEM), DGHS (HEB), IPHN • NGO – BCCP, Alive & Thrive (FHI360), others • Development partners – USAID, UNICEF, UNFPA • Identify existing communication / BCC strategies and OPs • Collect and review strategies and OPs • Identify strengths and gaps of each • Identify cross-link opportunities across strategies and OPs • Recommend actions to further coordinate communication activities Slide # 04

  5. Outcome • 17 strategies and 4 OPs reviewed • Identified • Government unit and implementing partners • Goal & objectives • Strategic approach / framework • Key audiences • Key messages • Media mix • Activities • Cross-linkage activities • Capacity building activities Slide # 05

Outcome contd… • Developed matrix of all strategies and OPs to call out strengths and gaps • Analyzed and identified strengths and gaps common to many strategies and OPs • Summarized strengths and gaps, and noted opportunities to fill gaps • Identified opportunities for cross-linking and leveraging resources and activities across strategies and OPs • Recommended actions to better coordinate activities across strategies and OPs Slide # 06

Summary findings contd… Gaps • Not all strategies are based on a sound communication framework / approach • Not all strategies are evidence-based • Lack of specific implementation plans • Messages not specified, or if specified, not by audience and channel • Lack of specific activities coordinating delivery across common audiences and activities Slide # 08

Recommendations • Develop a plan to coordinate communication activities to common audiences • Leverage evidence to better tailor messages and target activities to key audiences, better utilizing resources • Develop an implementation framework that coordinates activities across public, NGO, development and private partners • Integrate technology channels to further disseminate messages cost-effectively Slide # 09
