HIS components • All resources aimed at improving knowledge about HS ( statistical information) • Data is generated at all levels of HS : specific focus on district health systems since Alma Ata • Health records are used to collect data • Data is disseminated in order to be used at various levels • Data is generated through routine IS , population based surveys, research & vital registration
HIS components • Many partners are involved in HIS ( public, private, NGOs, other ministries, UN agencies, etc… • Specific tools are used: IT, ICD 10, ICF • Data storage : data base • Publication : annual reports, briefs, studies, etc… ( using specific indicators)
HIS components • Socio-economic indicators : population, literacy, GDP, access to water & sanitation • Input indicators : HRH, finance, technology, physical facilities • Services utilization : outpatient/ inpatient, immunization • Outcome indicators : LE, HLE, morbidity, disability, mortality
Use of information • Health situation & trend analysis : data on morbidity, disability & mortality • Data analysis using BOD methodology : new development in assessing HSP • Forecasting : projections, new trends, preventing epidemics, etc… • Surveillance : health observatories including epidemic diseases, food safety
Use of information • Management and planning : data for decision making, dash board concept, use in micro planning at district level, allows to adjust planned activities • Monitoring and Evaluation. • Policy analysis : intelligence, synthesis & generation of evidence. • Policy development : evidence- based policies and strategies • Knowledge Management and Sharing: Public information
Contribution to HS development • Information is supporting all functions & building blocks : HRH observatories allow improved knowledge about workforce, National Health Accounts are important for health care financing, health observatories assess epidemiological situation, coverage assesses service provision, etc… • Information support in decision making at is needed at all levels of health systems
Contribution to HS development • Information is crucial to measure health system performance : - Health outcomes : LE ,HALE, mortality - Equity in financing : FFC, social protection - Responsiveness - Internal efficiency of HS : coverage, productivity
Contribution to HS development • Allows identification of strengths & weaknesses in HS functions ( HS observatories) • Performance can be improved through generation of sound technical evidence : targeting of interventions according to epidemiological profile, selection of cost effective procedures, development of appropriate strategies and policies
WHO’ s support to HIS • Normative work and technical cooperation • Normative work: - standard setting for HIS - attributes of well functioning NHIS - strengthening decentralized NHIS - set of core indicators - methodology of BOD analysis
WHO’ s support to HIS • Normative work : ctd • Development of ICD, ICF, etc.. • Clearing house function: dissemination (WHR, WHS, regional reports, maintenance of data base at various levels, global & regional trend analysis) • Design of World Health Surveys.
WHO’ s support to HIS • Technical cooperation: - capacity building : training in statistics, vital registration, BOD methodology, use of ICD, etc.. - technical expertise: design of NHIS, use of data for decision making, essential health indicators, development of national HST data base - research : BOD, health system research to improve national health information system
WHO’ s support to HIS • Partnership : - advocacy to generate resources for NHIS : Health Metrics Network - promotion of investment in NHIS by development banks - involvement of the private sector
Conclusion • HIS is the foundation of health system • HIS supports the various HS functions and building blocks • Need to strengthen NHIS : appropriate design, list of essential health indicators, use of data for management, promotion of IT and use of ICD 10 and ICF • Need to promote population- based surveys to supplement routine information system
Conclusion • Need to improve vital registration through partnership with private providers, other ministries including interior, academia, professional associations, etc… • Need to promote a culture of evidence base management and policy development
