Background and context • The Russian Federation is, like other countries in Eastern Europe, Caucasus and Central Asia (EECCA), a member of the UNECE Convention on Long-range Transboundary Air Pollution - CLRTAP. • It is important to have an active participation from the EECCA countries in the work of the Convention. • The participation includes the development of agreements under the Convention and its protocols to safeguard a parallel development within the EU and neighboring countries.

  4. Project background • March 2007 • At the international air pollution workshop "Saltsjöbaden III" in Gothenburg, a special working group discussed obstacles and measures for promoting a larger attention to air pollution and related measures within the EECCA countries. • Based on these discussions a joint Russian-Swedish project was elaborated: “Development of the Co-operation within the LRTAP Convention".

Overall project objective • The Overall Objective is to raise the awareness of global air pollution and to strengthen the political profile of CLRTAP activities in the Russian Federation. • The project aims to facilitate a continued and more active Russian participation in the work of the convention. • The project also aims at building capacity at the Ministry of Natural Resources and Environment and responsible Russian authorities, for continued and enlarged work the GAINS model.

  6. The GAINS model • The GAINS model, developed by the International Institute for Applied System Analysis (IIASA, www.iiasa.ac.at) , is a tool for analyzing present and future emissions of air pollutants and greenhouse gases, the potential and costs required to abate emissions, and the environmental and health impacts associated with elevated emissions. • The model is one of the key instruments used in the negotiation work of the CLRTAP as well as in the work with air quality and greenhouse gases in the EU. • Only countries and regions with updated and validated data in the model can be adequately analyzed in relation to other countries. In order to get a complete picture of the air pollution situation it is important to involve the EECCA countries actively in the work with this model.

Project plan 2008-2013 Phase I • Training of Russian specialists and updating of the GAINS model; • Application of the GAINS-Russia on one selected federation subject; • Workshop with the 6 Russian federation subjects bordering to the EU; • Workshop with EECCA Countries; • Preparation of results for the decision-makers and communication; • Phase I report

Phase II • Further compilation of emission precursor data and calibration of data for the GAINS model SPET and Kola/Karelia region; • Preparation of policy and scenario analysis suitable for communication with decision makers; • Study of trans-boundary air pollution in 6 federation subjects, determination of the contribution to regional environmental impact by different pollution sources; • Comparison of pollutant depositions with critical loads and determination of areas where loads are exceeded; • Determination and ranking of the pollution sources contributing to exceedance of critical loads; • Preparation of results for the decision-makers and communication; • Phase II report

Phase III • Development of a process for collection of data and other information as input for the GAINS model; • Assistance in the development of GAINS-Russia as a management decision support tool; • Development of the Guidance document for Critical Loads; • Determination of costs corresponding to the reduction of emissions of the basic pollutant substances in different sectors; • Scenario development concerning the ecological situation in the selected six pilot regions of the Russian Federation subject to different scenarios of economic development; • Determination of targets for emission reductions to meet environmental quality criteria in the regions; • Communication; • Final report

Project activities 2008-2013 • June 2008 • Project pre-meeting, Swedish EPA, Stockholm, Sweden. • August 2008 • Project start-up meeting at IIASA, Laxenburg, Austria. • October 2008 • GAINS training session I in Gothenburg, Sweden, in cooperation with SYKE, Finland. The session was attended by 14 participants from the Russian Federation, Belarus and the Ukraine. • December 2008 • GAINS training session II in St. Petersburg, Russian Federation, in cooperation with SYKE, Finland.

  13. 2009 • February 2009 • GAINS training session III at IIASA, Laxenburg, Austria in cooperation with IIASA and SYKE. The session was attended by about national modelling teams from several countries, about 30 persons in total. • March-April 2009 • International Air Congress “Atmosphere — 2009" / TFHTAP meeting in St. Petersburg, Russian Federation. Project results were communicated. • June 2010 • Policy analysis meeting in St. Petersburg, Russian Federation. Several policy packages were chosen for further analysis.

  15. 2010 - 2011 • November 2010 • Meeting at Ministry of Natural Resources of the Russian Federation in Moscow. Project results were communicated, among others — the Guidance document on application of the GAINS model in the state environmental management system of the Russian Federation. It was recommended to establish a working group on the GAINS model development and operation under the Ministry of Natural Resources of the Russian Federation. • February 2011 • TFIAM 39 in Stockholm, Sweden. Project results were communicated.

  16. 2011 • March 2011 • International Air Congress “Atmosphere — 2011" in St. Petersburg, Russian Federation. Project results were communicated. • May 2011 • TFIAM 40 in Oslo, Norway. Project results were communicated. • June 2011 • IIASA workshop on the use of GAINS model for the revision of the CRTAP Gothenburg protocol (focus on key measures to improve air quality in Europe), Laxenburg, Austria. • November 2011 • Russian and Swedish project teams met in St. Petersburg, to discuss practical and administrative issues concerning further implementation of the project plan.
