  2. Evaluation Objectives • Independent assessment EU international cooperation on: • Green Economy • Focus on Sustainable Consumption and Production (SCP) • Identify key lessons • Produce recommendations to improve current actions and inform future choices on EU SCP international cooperation

  3. Scope: Legal and Temporal • SWITCH Asia • SWITCH Med • SWITCH Africa Green • EU support to the 10 YFP • EU support to Green Economy Programmes (take into account) • Implementation phase: Since 2008 (launching of first SWITCH programme in Asia)

Thematic Scope: Policy • EU Level: EU SCP / Production and Industrial Sustainable Policy Action Plan (SCP/ SIPA Action Plan) • UN 2030 Agenda for SD • Dedicated SDG12 - SCP • Closely connected to > 12 other SDGs: • Clean water / affordable and clean energy / decent work etc. • Connected to other SDGs: • No poverty / zero hunger / good health and wellbeing/ partnership for the goals etc.

EU Production & Industrial Sustainable Policy Action Plan (SCP/ SIPA- 2008) • Integral part EU renewed SDS • Integrate environmental sustainability with economic growth/ welfare • Decoupling environmental degradation from economic growth - doing more with less • Improve environmental performance products in life-cycle/ Foster resource efficient & eco-friendly products  • Industry take advantage of opportunities to innovate / maximise business' potential • Provide informed choices for consumers • Boost demand better products / production technologies

Methodology Four SCP programmes • 7 Evaluation criteria • Three regional Switch programmes plus EU Support to 10 YFP • Focus on: • Immediate impact: (e.g. increased efficiencies in resource use, SC patterns etc.) • Multiplier Effects/ Scaling up (SCP practices and tools) • Synergies key areas: (e.g. private sector) development, trade cooperation, agriculture, energy, climate change • Long-term impact: (e.g. sustainable, inclusive green economy growth)
