Overview • The Administration has determined that it is in the best interest of the people of Guam to launch a massive effort to improve our surface transportation systems. • The Federal Highway Administration concurs and is providing the additional resources for all federally funded roads in partnership with the Department of Public Works and the Office of the Governor. • Parsons Brinckerhoff (PB) has been selected as the Project Management Team (PMT) • To complete a long-range transportation plan • To manage and implement nearly $200 million in transportation improvements over the next five years.

Islandwide Program Management Services • IPMS encompasses 17 major Task Orders to implement nearly $200 million in Federal Highway Funds • Focus will be on federally funded surface transportation projects • PB will work side-by-side with DPW to provide on-site expertise and support • Task Orders 1A and 1B have been initiated: • 1A: Develop the 2030 Guam Transportation Plan • 1B: Prioritize and initiate the first wave of actual projects
Scope of Work - Task 1A • Planning and development of a 2030 Guam Transportation Plan (GTP) • Uses relevant data from earlier transportation plans • Comprehensive evaluation of existing highway conditions, data, plans & reports • Development of performance measures and a forecasting model (to include military expansion) • Analysis of existing projects and funding sources • Identification of potential transportation improvement projects • Strategies and recommendations for implementation
Scope of Work - Task 1A • Scope of Work includes an extensive Public Input and Community Outreach Plan • Mayors Council & MPCs • Local & Federal Agencies • Commercial User Groups • Civic/Business Organizations • Ethnic & disadvantaged groups • Community at large • Military
2030 Guam Transportation Plan • The 2030 GTP is on a very aggressive timeline for completion to help drive Federal Highway Funding • The PB team is collecting data and developing a computerized & updated transportation model • The proposed military build-up is a significant component to the overall planning and will have an impact on the proposed schedule of activities • Community engagement at all levels is crucial to realize the success of the plan • We invite you to participate and provide us with your suggestions and concerns!
