Passing Game A catch is the act of establishing player possession of a live ball which is in flight, and first contacting the ground inbounds or being contacted by an opponent in such a way that he is prevented from returning to the ground inbounds while maintaining possession of the ball (2-4-1). Catching is always preceded by touching the ball; thus, if touching causes the ball to become dead, securing possession of the ball has no significance. To make a catch, recovery or interception, the player must first come down inbounds or be contacted by an opponent preventing him from coming down inbounds.

A11 is driven out of bounds backwards by B24 while making the catch and landing outside the sideline at the 50 yard line. Ruling: If the covering official determines A11 would have been out of bounds on his own accord it is an incomplete forward pass. (4-3-2). A, 2nd and goal at B’s 9. A88, in B’s end zone, leaps in the air to catch a pass and is contacted by B43 forcing A88 to come down inbounds on B’s 1 where he is downed. Ruling: Forward progress in B’s end zone, touchdown for A.
Passing Game A, 1st down at B’s 18. A10’s pass is thrown near the intersection of the sideline and goal line. A82, running toward the goal line, leaps and possess the pass at the 3 and is forcibly: a) contacted from the front by B21 so that A82 lands on the ground out of bounds at the 4; or b) contacted from the side by B21 so A82 first contacts the ground out of bounds at the 3; or c) tackled from behind by B21 so A82’s first contact with the ground is in the end zone. Ruling: a) completed pass = contact by B21 changed A82’s direction. A82 is given forward progress. b) Completed pass = same as in (a) above. c) Touchdown. The added force in the general direction the player was moving, is not considered a factor affecting his spot of landing. (2-15-1; 8-2-1)

Passing Game All A players numbered 50 thru 79 and those not on the end of their scrimmage line or legally behind the line are ineligible receivers. Ineligible A players may not advance beyond their expanded neutral zone on a legal forward pass play before a legal forward pass that crosses the neutral zone, is in flight. (7-5-12) If B touches the pass in or behind the neutral zone, this restriction is terminated. A is not beyond the neutral zone, if at the snap, he immediately contacts B lineman and the contact does not continue beyond the expanded neutral zone.
Passing Game An ineligible A player has illegally touched a forward pass if he bats, muffs or catches a forward pass while he is behind, in or beyond the neutral zone, unless B has touched the pass first. (7-5-13) When A sets or shifts into scrimmage kick formation any A player numbered 1 to 49 or 80 to 99 may take the position of any A player numbered 50 to 79. A player in the game under this exception must assume an initial position on his line of scrimmage between the ends and he remains an ineligible forward pass receiver during the down unless the pass is touched by B (7-2-5b Exception; 7-5-6b)
Passing Game A, 4th and 5 at B’s 30. A14 throws a forward pass that is intercepted by B3 on his 10 and returns to his 29. While the pass is in flight, ineligible A66 was illegally downfield, and the ball: a) is muffed by A66 at the 12 prior to B3 intercepting the ball; or b) did not touch A66 prior to the touching and interception by B3. Ruling: a) A66 has committed two fouls = illegal touching and ineligible downfield. B will decline the ineligible downfield and accept the illegal touching. B’s ball, 1st and 10 from B’s 35. (7-5-12 & 7-5-13) b) A66 is an ineligible downfield. B will decline the penalty and it will be B’s ball, 1st and 10 at the 29.
Passing Game A, 2nd and 8 at B’s 30. A10 throws a screen pass behind the neutral zone. The pass is touched by B91 and continues in flight beyond the neutral zone where A8 catches the pass and is downed at B’s 21: a) A74 has gone downfield and blocks B36 before the pass is touched; or b) ineligible A74 is downfield beyond the neutral zone before A10’s pass is in flight. Ruling: a) 1st and 10 for A at B’s 21. b) 1st and 10 for A at B’s 21. Both plays are legal since the pass was touched by B91 in or behind the neutral zone. (7-5-6b; 7-5-12; 2-31-3)

Passing Game Pass interference restrictions only apply beyond the neutral zone and only if the legal forward pass, untouched by B in or behind the neutral zone, crosses the neutral zone. Pass interference restrictions are in effect for all A players until the ball is touched or the pass is incomplete. It is forward pass interference if any A player who is beyond the neutral zone interferes with an eligible opponents opportunity to move toward, catch or bat the pass; or hinders any opponents vision without making an attempt to catch, intercept or bat the ball.
Passing Game A, 3rd and 5 from B’s 20. Eligible receiver A7 blocks an opponent 10 yards downfield while the pass is in flight. The pass is completed to A23 who is: a) beyond the neutral zone; or b) behind the neutral zone when he catches the ball. When the covering official observes A7’s block, he immediately drops a penalty marker. Ruling: a) Offensive pass interference by A7; 4th and 20 at B’s 35. (7-5-10) b) Legal block by A7; the official should drop the marker since he did not know whether the pass was beyond the neutral zone. (7-5-7)
Passing Game Pass interference restrictions on a legal forward pass begin for B when the ball leaves the passer’s hand. Pass interference restrictions are in effect for all B players until the ball is touched or the pass is incomplete. It is forward pass interference if any B player who is beyond the neutral zone interferes with an eligible opponent's opportunity to move toward, catch or bat the pass; or hinders an opponent’s vision without making an attempt to catch, intercept or bat the ball, even though no contact is made.
Passing Game A, 2nd and 10 at A’s 30. Quarterback A3 drops back and throws an underhand shovel pass forward to back A20. A20 then throws the ball back to A3. A3 then throws the ball forward beyond the neutral zone to A88. B33 blocks A88 away from the ball and intercepts A3’s pass at B’s 48 where he is downed. Ruling: Not defensive pass interference by B33 since pass interference restrictions ended for B when A20 touched the shovel pass. Illegal forward pass by A. B’s choice – 3rd down for A and a 5 yard mark off from A3’s second pass or B will decline the penalty and 1st and 10 for B at B’s 48. (7-5-2e, 7-5-9c)
Passing Game Score: A 12, B 14. During A’s try, A11 passes complete to A18 in the end zone and B34 interferes with A18. Ruling: Defensive pass interference, A will accept the result of the play and enforce the penalty from the succeeding spot. (8-3-5) A11 runs straight up the field and after the ball has left the passer’s hand, B41 illegally blocks A11 and throws him off his pattern. The pass is completed to A3 who was clearly on the opposite side of the field. Ruling: Not defensive pass interference. Illegal block by B41.
