Basic problem in professional sport at international level is lack of Agreementbetween numbers of countries concerning the following: • Mutual account of length of service of professional athletes; • United requirements in profession classifiers regarding strict definition of criteria of profession “professional athlete”; • Defining pension age for professional athletes; • International tax policy. A good start of solving this problem could beestablishment of anInternational Sport Development Assistance Fund. Sergey Borzihs
Latvian Trade Union of Sport and Tourisme-mail : lsapsa@inbox.lv, www.lsta.lv Aimsof International Sport Development Assistance Fund: • Integration of world wide sport community for cooperation in international sport sector; • Involvement of developed countries of the world into the process of scientific work at the international Law on Sport; • Establishment of International Centre of Sport Sociology and Statistics; • Establishment of the network of international educational establishments for training of qualified and adapted to modern requirements specialists of various sport specialities; • Accumulation of financial resources for support of perspective international projects in sports sector; • Development of international infrastructure in sports sector; • Scientific development and support of effective methods of sport medicine, training and rehabilitation of sportsmen; • Organisation and holding of international sport contests, festivals, conferences and other events. Basic directions of International Sport Development Assistance Fund: • Work on improvement of international legislation in sports sector (including: professionclassifiers; procedure of calculating length of service for professional athlete; procedure and determination of terms of retiring for professional athletes and coaches); • Introduction of an international system of obligatory insurance of athletes, coaches and sport instructors of all levels, age categories and qualifications; • Establishment of International Network of Specialised Rehabilitation Complexes for athletes; • Establishment of a network of international higher educational establishments for training of qualified and adapted to modern requirements specialists of various sport specializations; • For depiction of objective situation on the level of sport development in different countries and state of health of citizens there it is advisable to establish International Centre of Sport Sociology and Statistics; Sergey Borzihs
Latvian Trade Union of Sport and Tourisme-mail : lsapsa@inbox.lv, www.lsta.lv Specialisation of International Centre of Sport Sociology and Statistics : • international statistics of sport clubs members of specific specialization; • international statistics on financial resources invested by states into development of sport; • social research of engagement in national and mass kinds of sport; • definition of state of health of citizens; • study and analyses of methods of applying sport for preventive measures of various illnesses; • presence of sport information centres and quantity of their visitors; • quantity and quality of trained specialists for work in sport; • quantity and quality of prints, sold books and reference editions on sport; • quantity and quality of events for popularization of mass kinds of sport, monitoring of mass sport themes coverage on TV, radio, in the press; • number of participants in events being organized; • analyses of statistic data; • organisation of necessary research.
