The Scottish Qualifications AuthorityQualification FrameworksandSpecifications Ken Currie CAPDM Milan March 2013
The SQA • The Scottish Qualifications Authority • The only accrediting body for Schools and Further Education in Scotland • England/Wales have more than one • E.g. EdExcel, City & Guilds, AQA • They do not accredit Higher Education • Our universities are granted a charter to do this by the Queen (through the Government) • See www.sqa.org.uk
Qualifications • Higher National Certificates/Diplomas • Offered by colleges, some universities and many other training centres, HNCs and HNDs are specially designed to meet the needs of employers both locally and nationally • Large range of subjects
HNC/Ds • All HNC/D courses made up of HN Unit credits, at level 7/8 (next slide) • one credit represents roughly 40 hours of timetabled learning • HNCs are made up of 12 credits • usually take one year to complete • HNDs are made up of 30 credits • usually take two years to complete
Qualifications Framework • 12 Levels in Scotland; 8 in Europe • See Ready Reckoner
Routes to University: Articulation • Some HNCs allow direct entry into: • The second year of a degree programme in Scotland (where we do 4 years) • First year in England/Wales • Some HNDs allow direct entry to: • Third year Scotland • Second year England/Wales • The SQA make many arrangements worldwide
Vocational Qualifications • Professional Development Awards • PDAs designed for people already in a career or vocation and who wish to extend or broaden their skills base • PDAs assess and certificate progression in a defined set of specialist occupational skills
PDAs • Available at SCQF levels 6–12 • Made up of a minimum credit value of 16 SCQF credit points - two Units • Will be aligned to National Occupational Standards, or other professional body standards
Arrangement Documents • Each HNC/HND has an arrangement document – a validation document • includes background information on the revision of the Group Award • its aims • guidance on access • details of the Group Award structure • guidance on delivery
Course Units • Each course Unit has a formal Specification detailing • Purpose • Credit points and level • Core skills • Context for delivery • Assessment of Outcomes • Outcomes themselves (see PM example)
CAPDM/Opus Learning • CAPDM are an Approved SQA Centre • Opus Learning: basically an on line college delivering HNC/Ds • www.opuslearning.com/learn • CAPDM/Opus can propose qualifications (e.g. PDAs) for consideration by the SQA • The SME2 course units could form a nice 4 credit grouping
Way Forward? • Finish off the courses to • Align with the SQA Unit Specifications • Complete as per the Opus course deliverables at Level 7. • At this point they can be used for SQA • Propose a 4 unit PDA to the SQA • Offer to other national agencies as Level 5 Award
MOOCs? • We could • Offer all four courses, delivered to the SQA standard, as MOOCs? • Offer the option of assessment for anyone completing a MOOC • There would be a cost
Future Development • I will map out what is required to complete a unit to meet the SQA needs • One of Project Management or Knowledge Management initially • Map against aims and outcomes • Add in additional content, e.g. SAQs and Reflective Activities • Separately look at Assessment
SQA Approval • CAPDM can investigate SQA acceptance of an ‘SME PDA’ • Can approach once 2 units are completed
